Kasumi
"I've grown a bit, but...Lord McDohl, you...you haven't changed at all...it's...really...just as Luc said...you really haven't grown at all...a life without end..."
Kasumi is a young ninja from Rokkaku. She is a rare ninja who bears the Shrike Rune. After the fall of Scarleticia Castle during the Gate Rune Wars, she informed Tir that the Imperial Army led by Teo was advancing on the Liberation Army's headquarters and subsequently joined the army.
Appearance
Kasumi has short black hair (bluish black in her in-game appearance in the first Suikoden) with a full fringe and black eyes.
In the first Suikoden, Kasumi wears a revealing red sleeveless ninja suit with gold designs adorned with a white belt and a yellow buckle, a pink scarf on her neck, a red headband on her forehead, red gauntlets and a matching leg-guards with sandals. She also wears a brown mesh shirt underneath her ninja suit and a matching brown thigh-high socks with black linings.
In Suikoden II, which is three years after the first Suikoden, Kasumi's appearance remains largely unchanged but she no longer wears a headband. Her hair from her in-game and battle sprite is black with dark blue highlights.
She wears a different shade of red short-sleeved qipao short dress with dark teal outlines, a dark red obi with yellow lining tucked on her dress but retaining her pink scarf on her neck, a matching gauntlets with red straps and green leg-guards with red sandals.
Personality
In the first Suikoden, Kasumi is a cheerful, happy and carefree girl who develops a crush on Tir McDohl whilst he leads the Liberation Army, a trait later shared by Eilie, who had a crush on Riou, the hero of Suikoden II. As a kunoichi, she can be serious and determined, beating enemies with ninjutsu skills such as her Shrike rune and war-battle abilities.
In Suikoden II, she and Valeria serve as Generals in Gregminister. Kasumi's role is Vice Chancellor of Rokkaku and she is loyal to Lepant, President of Toran Republic. She retains her shyness around Tir McDohl, if he is encountered during the game. She is also loyal to her ninja comrades, Mondo and Sasuke of Rokkaku, and she always gives Sasuke advice before joining Riou's entourage.
Story
Suikoden I
During the Gate Rune Wars, she brought news to the Liberation Army of the destruction of Rokkaku by Teo McDohl's forces. In large-scale battles, she used her exceptional intelligence-gathering skills to expose enemy plans, making significant contributions to the Liberation Army's victories. Though she developed feelings for Tir during the war, she never expressed them. Torn between her duty as a ninja and her personal emotions, she returned to Rokkaku Village after the war, keeping her feelings hidden.
After the Gate Rune Wars, she was appointed as Vice-Leader of Rokkaku, and she returned to Toran. She continued to serve as Rokkaku's representative in the republic.
Kasumi is one of two choices offered by Lepant, along with Valeria, as a recruitment option in Gregminster when forging an alliance with the Toran Republic.
She's got average to good stats all around, with superior speed, and access to good unite attacks. Kasumi's downfall is her relative low defense for a front line fighter making her quite susceptible to physical attacks. Keep her healed up and you'll have a very speedy hitter.

Trivia
Despite the fact that her weapon name stay the same in both games, Kasumi in Suikoden is a L range fighter which use her darts, while in Suikoden II she became a S range fighter which use her claws instead.
Her name means "Haze" in Japanese.
She was introduced by President Lepant as: "This is General Kasumi, Vice-Chancellor of the hidden Ninja town of Rokkaku."
In Suikoden II, if you bring Kasumi along for the sidequest to recruit Tir, she will share an exclusive scene with him in the end.
If you bring Kasumi to recruit Sigfried she will say she's unsure of being a maiden and even asks Riou what to say.
