Jess fled the city with 5,000 soldiers, believing that Riou was responsible for Anabelle's assassination. When Neclord appeared at Tinto City, he didn't cooperate with Riou and went to Tinto along with his 5,000 soldiers. Unable to defeat Neclord, many of his soldiers died. When Riou, along with Sierra, Viktor and Kahn Marley defeated Neclord, he asked for Riou's forgiveness for falsely accusing him of Anabelle's murder. He joined forces with the New State Army and fought alongside Riou until the end of the war. After ending his term as acting mayor, he chose to live as a normal citizen.
