Liukan is the Chirei Star in Suikoden.
He also makes a minor appearance in Suikoden II.

Background
Liukan, once the most skilled doctor throughout Toran, slowly became disillusioned and disgusted with the world, so much so that he decided to withdraw altogether from society, building an hermitage in the Lorimar region, past the Dunan Rapids. There he stayed, isolated from the world, until Milich Oppenheimer abducted him and placed him within Soniere Prison, knowing the wise doctor was the only one who could come up with the antidote for his poisonous flowers.
The Liberation Army managed to free him, and Liukan, motivated by the changes he saw in the rebellion, joined the Liberation Army. Once the Toran Liberation War ended, he opened a clinic in Gregminster, leaving his hermitage in Lorimar abandoned.

Suikoden I
During the Gate Rune Wars, the Liberation Army was attempting to assault Scarleticia castle, Milich's roses produced a poison that would stop invading forces cold, and thus Liukan's help was sought by the Liberation Army for an antidote to the flower's pollen. Reaching Liukan required the help of Gen and Kamandol to rig a boat capable of passing the Dunan Rapids, yet when they reached Liukan's hermitage, they were too late, arriving only in time to see him kidnapped by Milich Oppenheimer to be taken away to Soniere Prison.
In order to rescue Liukan, Mathiu Silverberg advises Tir to recruit Kimberly and Tesla to forge Imperial orders to gain access to Soniere. They are then able to rescue Liukan, though at the cost of Gremio's life. Liukan creates a medicine that renders the roses' pollen attack useless, and Liukan joins the Liberation Army.
Later in the war, the Scarlet Moon Empire poisons the dragons of the Knights of Dragon's Den, causing them to sleep unnaturally, in order to remove them from the war. However, Liukan is able to create a remedy to the drug using 3 special ingredients. One is only found in Seek Valley, so Tir, Milia, and company travel there on Thrash to retrieve it, while Futch takes Black to the Emperor's garden atop Gregminster castle for another.
An encounter with Windy ends up costing Black his life, but also providing the third ingredient for the antidote, a dragon's liver. Liukan finds some comrades among the army's other aged members, conversing with Kai and Fukien on matters of note, including an exchange before one of the pivotal battles at the end of the war on how painful it is to see young ones lose their lives. After the fall of Shasarazade, Sanchez's treachery is revealed, and he deals Mathiu a critical blow, which leaves Mathiu in the care of Liukan as Tir, Flik, and Viktor assault Gregminster palace. After the war, Liukan opens a clinic, where he saves many lives.
Suikoden II
During the Dunan Unification War, Liukan healed a young boy named Ko, who was poisoned by a Worm on the Forest Path to Toran Republic.
Role in the Game
Joins automatically when spoken to in Soniere Prison.
Low stats, with exception of skill and luck. Able to equip shields. He is also a decent magic user.

Trivia
- In Suikoden II, Liukan has a small role in the event to make Tir McDohl a playable character. Suikoden data must have been transferred to Suikoden II for him to appear.
