Grady was the military governor of Rockland. A corrupt official who falsely claimed he could not collect taxes due to attacks by bandits, he used the taxes he extorted from villagers for his own personal gain.

A corrupt official in the Scarlet Moon Empire, Grady took the taxes from the province he was meant to be governing, Rockland, and used them for his own benefit. When members of the imperial guard, including a young Tir McDohl, came to investigate, he placed the blame upon Varkas and Sydonia, the leading figures of the Mt. Seifu Bandits. When the Imperial soldiers returned with the two alleged bandits in town, Grady bound the men upon stakes, waiting for the two to starve to death.
Eventually, however, Tir learned the truth of Varkas' and Sydonia’s innocence and, thanks to a fiery distraction from Viktor, the two were able to free the thieves. Grady was run out of his mansion by Viktor’s fire attack and cornered, fled to an unknown location.
