Dominica is a Tier I nation located in the Caribbean. It only has one city: its capital, Roseau.
Background
The island of Dominica was originally settled by the Native American Arawak tribes. Later, around the 1300s, the warring Carib peoples wiped them off the island.
The first European to visit Dominica was Christopher Columbus in 1493, however, the Spanish did not settle the island due to the fierce Carib natives. Over 100 years later, the French laid claim to Dominica and began to settle the island. As part of various wars throughout the 1700s the island changed hands between the French and the British a few times finally ending up in British control. It officially became an English colony in 1805 and it was the last of the Caribbean islands to be colonized.
Dominica became an independent country on November 3, 1978. In 1980 the first female prime minister in the Caribbean was elected, Mary Eugenia Charles.

Geography
Dominica has flat terrain, without any biomes. Being an Island, It doesn't border anybody but is in between 
Guadeloupe and 
Martinique.

Strategy
The first thing you should do is create an Electronics Factory so you have a stable income. Buy the required resources to run the factory, then sell them to large AI countries for profit. (5 each country that can take electronics)You should have around 1.6 million income now. Justify on Martinique and 
Saint Lucia first, as they are the closest islands to you. Build a Destroyer and place it near Martinique, and when the enemy soldiers are low in numbers, set your homeguard troops to autocapture. Repeat the same process for the other Island nations required, and build more Frigates or Destroyers as needed. Don't forget to create tanks as soon as you annex a city with over 1 million population! Tanks will be helpful when conquering decently large countries like 
Cuba and the 
Dominican Republic.
If you do not want to produce motor parts, you can always buy them in bulk from another country that produces them.
I personally recommend that you research "Tax Collection 1" and "Naval Torpedoes 1". I also recommend that you set the policy to "The Military Service Act" and use Nationalism as your ideology.
Dominica's only threats are other Caribbean nations trying to form the 
Caribbean Federation.
