Background
Hong Kong's history can be traced back to 1839, when China, then still known as the Qing Dynasty, eradicated a large stack of British-imported opium, which triggered a
British military response and the First Opium War. The Qing surrendered early in the war and ceded Hong Kong Island in the Convention of Chuenpi. However, both countries were dissatisfied and did not ratify the agreement. After more than a year of further hostilities, Hong Kong Island was formally ceded to the United Kingdom in the 1842 Treaty of Nanking.
Shortly after the British acquisition of Hong Kong Island, they immediately began to build infrastructure on the narrow strip of flat land in Hong Kong, now known as the Central District. In 1858, a Second Opium War broke out between the Qing Dynasty and Britain, this time with their newfound ally, France. The Qing Dynasty was soundly defeated and the Kowloon Peninsula was annexed by the British Empire, causing Hong Kong's economy to skyrocket. The rest of what we know today as Hong Kong was annexed in 1898, when Britain was able to obtain a 99-year lease deal of the New Territories. Over the next 42 years, Hong Kong experienced a massive population growth, and was viewed as a safe haven for the Chinese when the Second Sino-Japanese War broke out in 1937. However, as World War II heated up in Asia, Hong Kong was not spared. The city fell under Japanese control at the twilight of 1941, and would not be liberated until the end of the war. After the war, Hong Kong grew at an immeasurable rate, both economically and in population. The city was one of the quickest to recover after World War II, and by 1980, the city was arguably one of the richest cities on earth. As the 99-year lease deal was coming to an end, Britain and China, who is now under the name of Peoples' Republic of China, negotiated a transfer of the territory, and the Sino-British Joint Declaration was signed in 1984. 13 years later in 1997, the transfer occurred, and Hong Kong was handed back over to China, with high autonomy and economically independent from Mainland China. The Hong Kong SAR era started off rough, as Hong Kong was hit by the 1997 Asian Financial Tsunami, followed by the 2003 SARS epidemic. Hong Kong recovered quickly though, and the city was at its peak between 2004 and 2008, before the Global Economic Recession began. In recent years, Hong Kong began to be plagued by political issues, and the 2014 Umbrella Movement, inspired by the many student movements across the world, broke out, which last for 79 days before ending in December 2014. Hong Kong remained relatively stable throughout the rest of the decade, until in 2019, when an extradition bill was proposed, which sparked mass protests in June 2019. Afterwards, Hong Kong entered into a downward spiral as the protests became rioting and strikes, which crippled the economy. The economic situation in Hong Kong worsened in 2020 when the COVID-19 Pandemic spread around the city, causing the government to respond by implementing the "zero COVID" policy. |

Hong Kong does not have any formables, so the strategy can differ depending on what your goals for the nation are when you select it.
Form An Empire
Immediately try to ally China, then ally Russia (Optional but will help you in the long run), India, Indonesia, and United States. Any nearby superpower that is in Asia will work. Then you should justify on Macau and Singapore, declare war on Macau immediately, annexing their cities.
If China declines your alliance
If China accepts, skip this area.
If China declines your alliance, you should try your hardest to organize some kind of agreement that will guarantee your survival for a while, if they don’t accept this, it is very likely they plan to invade you. Private chat to your allied powers about this, and tell them that a war may begin soon. Build up a navy near Hong Kong and Macau, to hold off China for as long as possible. If a war isn’t declared or China says they don’t want to invade you, skip this next area.
Once China declares war on you, call for other nations to help you, as Hong Kong is too small to do this by itself. Attempt to Capital-snipe them, to disrupt their economy and stability massively. Once other nations push into China, it’s likely that Releasables will start declaring independence, and China will most likely either Rage Quit or switch to another nation by this point. If this doesn’t happen, prepare for a long war, that you will most likely win.
Once China is eliminated as a threat or accepts your alliance
Justify on and Invade nearby micro states in Southeast Asia, such as Singapore, Brunei, Timor-Leste, and Christmas Island. (If it’s an AI, take Taiwan too)
Justify on Cambodia, then invade it, as it is a good place to start your invasion of Southeast Asia. Then you should take over Laos, as it is the next smallest. From here, take over Vietnam (This is the best option) or Burma (If India allows you to, don’t break the alliance!). After you have now taken over the Nguyen Dynasty area, you should wait for your economy and treasury to grow for a while. Build Recruitment centers everywhere, to max out your manpower.
Invade Thailand and Malaysia, now at this point, you have created an empire, and are free to expand across Asia!
Conquer China
Begin by making an electronics factory and purchasing appropriate resources for feeding it. Sell the goods to AI, and then make two frigates. After your frigates are finished, produce a steel and motor parts factory. It is important you do this in order, as Hong Kong is only one city and thus you cannot make multiple items at once. Time is everything as this nation.
While making all this, justify a conquest war goal on the Philippines, and a subjugate war goal on
Vietnam. Afterwards, make more subjugation war goals on South East Asian nations, yet don't bite off more than you can chew. Puppeting
Cambodia,
Laos, and
Thailand is the most optimal option. If you're wondering as to why you should puppet instead of annexing, it is because during your war with
China, they can easily take your capital and your territories would declare independence. But if they're puppets, they can't declare independence and you continue harvesting manpower and tax. The only nation you should annex is the
Philippines, so you can take it's resources.
Once you've collected your puppets, attempt to ally any nations near you to help with a coalition against China, or just so they don't invade you. Proceed by fortifying Hong Kong, and building many tanks, while also creating submarines. Declare war on
China, and set up a heavy defense around Hong Kong. The
China player will waste men trying to break through this defense, and then try to take you by navally invading you from the sides. This is where you use your submarines to mop up the remainder of troops
China uses. From there, simply to try tank-rush
China until they give up. Try to take their valuable tungsten mines in
Guangxi and
Fujian.
