Wallis and Futuna. Playing as this country is generally inefficient, as it is the 3rd lowest country in the rankings. Niue has no releasables.

Polynesians from Samoa settled Niue around 900 AD. Further settlers arrived from Tonga in the 16th century. Until the beginning of the 18th century, Niue appears to have had no national government or national leader; chiefs and heads of families exercised authority over segments of the population. A succession of patu-iki (kings) ruled, beginning with Puni-mata. Tui-toga, who reigned from 1875 to 1887, was the first Christian king. A 1932 stamp of Niue inscribed "Cook Islands Niue". The first Europeans to sight Niue sailed under Captain James Cook in 1774. Cook made three attempts to land, but the inhabitants refused to grant permission to do so. He named the island "Savage Island" because, as legend has it, the natives who "greeted" him were painted in what appeared to be blood. The substance on their teeth was hulahula, a native red fe'i banana. For the next couple of centuries, Niue was known as Savage Island until its original name, "Niue", which translates as "behold the coconut", regained use. Whaling vessels were some of the most regular visitors to the island in the nineteenth century. The first on record was the Fanny in February 1824. The last known whaler to visit was the Albatross in November 1899. The next notable European visitors represented the London Missionary Society; they arrived on the Messenger of Peace. After many years of trying to land a European missionary, they abducted a Niuean named Nukai Peniamina and trained him as a pastor at the Malua Theological College in Samoa. Peniamina returned in 1846 on the John Williams as a missionary with the help of Toimata Fakafitifonua. He was finally allowed to land in Uluvehi Mutalau after a number of attempts in other villages had failed. The chiefs of Mutalau village allowed him to land and assigned over 60 warriors to protect him day and night at the fort in Fupiu. |

Due to Niue being a small island, it does not have any natural resources. The only way to gain resources playing as Niue is by trading with other countries, or if the player is experienced, they may invade New Zealand, or even Australia.
Military
Niue starts with 20,000 infantry troops in its capital city, Alofi. Like most other countries, it starts on volunteer conscription, and doesn't have special traits when it comes to its military. Niue also has a maximum manpower of 60,000, as with all other Tier I and II nations.

Geography
Niue has no special terrain or any biomes whatsoever.
Cities
Niue has a population of 1,620, all on its capital city, Alofi, one of the smallest cities in the game, just ahead of Atafu ( Tokelau), Port Howard (
Falkland Islands) and all cities in
Antarctica.
Strategy
Start trading with AI nations for oil and set your taxation laws to high and enable Press Censorship. This will allow you to have enough money to buy oil while your stability isn't hit too hard. Secure diplomatic relations with any nation near you.
Begin justifying a conquest war against Tonga and have around 60K soldiers (including your Home Guard). Once the war justification is over, declare war and send your troops to
Tonga's non-capital city. Wait for your entrenched troops to eradicate their troops and then take the capital.
Use the same tactics on other small nations with multiple islands such as Fiji so you don't have to invade their capitals and die to their entrenched troops. If you do want to invade 1-city nations, spawn a destroyer and wait for your navy to defeat their troops before takeover said nation's capital. If you try to invade cities with entrenched troops, it will go very badly for you.
As you keep expanding your island empire, be careful not to exhaust your resources and money as you won't have very much. If you want to gain some easy money, declare war on already dead countries and you will be able to take their remaining resources and money in the peace terms.
After you have grown significantly larger, you can take over nations such as Papua New Guinea and
New Zealand (it's recommended to take the former first as it has less troops than NZ). Train your troops for Jungle Specialization and use AI luring to defeat their troops before taking the rest of their lands. In order to quickly eradicate their troops, invade a city that will cause their troops to have to go into the ocean to attack and place a destroyer in-between you and enemy troops. Your destroyers should kill their troops without you taking any losses.
