United States, but in Rise of Nations it is independent, to make conquering it easier. The country only has one city, its capital: Hagata.
Background
Guam is an organized, unincorporated territory of the United States in Micronesia subregion of the western Pacific Ocean. It is the westernmost point and territory of the United States in Oceania , it is the largest and southernmost of the Mariana Islands and the largest island in Micronesia. Guam's capital is Hagåtña, and the most populous city is Dededo.
Residents of Guam are American citizens by birth. Indigenous Guamanians are the Chamorros, who are related to the Austronesian peoples of 
Indonesia, the 
Philippines, 
Taiwan, 
Micronesia, and Polynesia. As of 2020, Guam's population was 168,485. Chamorros are the largest ethnic group, but a minority on the multi-ethnic island. The territory spans 210 square miles (540 km2; 130,000 acres) and has a population density of 775 per square mile (299/km2).
An unofficial but frequently used territorial motto is "Where America's Day Begins", which refers to the island's proximity to the International Date Line. Guam is among the 17 non-self-governing territories listed by the United Nations, and has been a member of the Pacific Community since 1983.

Strategy
As Guam, you will probably be conquered by Spain later in the game, as 
Spain needs you to form the 
Spanish Empire. Another threat is Japan as they may want to take the Pacific, which luckily for you usually won't be so early in the game. If 
Japan is a player (which it most likely will be) then you should try allying it. If Japan declines, you should build a fertilizer factory and buy the required resources, which would be phosphate. After that you should make some subs or destroyers to protect yourself. By now, Japan should see what you're doing and realize the loss it would be to take you would be too great, so if you sent another ally request the would most likely accept.
