Guinea-Bissau.

Geography
Casamance has no biomes, no terrain, or any unique geography, which leaves the homeland vulnerable and wide open to potential invaders.
Threats
Despite being an inadequate country, the neighbors bordering are also considered weak. The only countries that leave your land endangered include but are not limited to;
Senegal attempting to reintegrate you. (UNCOMMON - RARE)
Nigeria,
United States,
Brazil, or European countries wishing to expand through West Africa, for additional resources. (COMMON - UNCOMMON)
France seeking to form the
French Empire. (RARE)
- Any African country wanting to form the
African Union. (UNCOMMON - RARE)
Strategy
Due to all of your neighbors not being much stronger than you, it should be easy to conquer most of them. You should first make 2 electronic factories and once they are done being built, purchase 4 copper and 4 gold, AI nations preferably. After, research Economic Improvements > Factory Output I, and Factory Output II.
Use an acceptable amount of manpower to make a suitable infantry division, then justify a war on Senegal. Recruit a general by using your military power, then assign the said general and division to one group. Once the justification is completed, declare war on
Senegal, and once it capitulates, seize their treasury, resources, and annex cities by using the negotiate peace terms tab.
Repeat the process by conquering nearby neighbors, doing so will raise your position of being economically and militarily wealthy. Soon, a new verge of becoming an African superpower has been born.
