Profile
Flora is the older twin sister of Felicia and a maid for the Nohrian royal family, serving Corrin. She is the eldest daughter of the Ice Tribe's chieftain, Kilma. Their father always treated Felicia more favorably due to her superior fighting ability, however, Flora was still expected to become the Ice Tribe's next leader. The player can recruit her in the My Castle once the Fire Orb reaches level 3 after Chapter 18 of Conquest. In Revelation, the player can recruit her once the Ballista, Fire Orb, or Launcher reaches level 3 after Chapter 22.
Although she is Corrin's servant, Flora and Felicia were actually kidnapped by King Garon as hostages to prevent the Ice Tribe from staging a rebellion against the Nohrian Kingdom. Flora was aware of this while Felicia was not. Forced into servitude for Corrin, she eventually became accustomed to her role, becoming an exemplary maid. She also struck up friendships with Corrin, their combat instructor Gunter and Jakob, Corrin's butler.
Prologue
One day, as Flora and Felicia were tending to their daily duties as Corrin's maids, they awaken them using their ice powers. Although Corrin mulls over the dream they had, they are summoned by Xander for their final test. After Corrin finally earns their right to leave the Northern Fortress, Flora stays behind and stays with either Jakob or Felicia depending on Corrin's gender.

After leaving Mount Garou, Takumi develops a severe fever. Infiltrating a Nohrian stronghold to retrieve some medicine for Takumi, Corrin encounters Flora who offers to help find the medicine they need. Iago appears and immediately attacks Flora. Seriously wounded, Flora has no choice but to sit out of the battle. After fighting their way out of the stronghold by driving Iago out and with the medicine in hand, Corrin gives Takumi the medicine he needs and Flora offers to take everyone to the Ice Tribe village to rest. With Felicia's own excitement from the idea, the Hoshidan army follows along.
Arriving at the village, Flora leaves for a short period of time only to return with several local tribesmen ready to attack the party. Flora betrays the army, stating that Corrin betrayed Nohr and that Garon ordered that all of them be executed. After a skirmish in the village, Flora is defeated. Confused as to why Flora would attack Corrin, she reveals that Garon had threatened to kill her and the rest of the Ice Tribe if she did not take the mission to kill Corrin. Although Corrin reassures Flora and forgives her, this doesn't change her feelings for trying to kill her former liege as well as her beloved sister, and too ashamed of her actions, Flora sets herself ablaze. After failed attempts by Corrin, Felicia and Jakob to put out the enchanted fire, Flora feels too guilty to stop herself and eventually dies from self-immolation.
Later on, in Birthright Endgame, she appears in Corrin's near-death experience alongside Xander, Elise, and Lilith. She tells Corrin how proud she is of them and promises that she will always be watching over them.Conquest

Flora appears in Chapter 8, where she once again appears as an enemy unit, but under different circumstances. After Corrin loses consciousness from a snow storm, both them and Silas are found by her father, Kilma, not knowing that they were sent by Garon to suppress the Ice Tribe's rebellion. Corrin starts to lose their cover when they are recognized by Flora, who referred to them as her "liege". After Elise unintentionally blows Corrin's cover by outright stating that they were at the Ice Tribe Village to put down their rebellion, Flora and Kilma attempt to fight back.
In her battle conversation with Jakob, Flora recalls when she and Felicia were taken hostage by Nohr in order to prevent an insurrection from the Ice Tribe. Though Flora wanted to escape and return to her tribe, she stayed because of Jakob's presence.
After the battle, since Corrin only wanted to stop the Tribe's rebellion without killing anybody (as such, they injured and knocked-out people in self defense), both Flora and Kilma are spared along with their tribesmen. While Elise and either Jakob or Felicia go and heal the wounded members of the tribe, Corrin explains to both her and Kilma that they simply wished to end the matter peacefully and even denounced their faith to Garon to them. They believe Corrin and promise to stop the rebellion and await for Corrin's revolution to succeed. Corrin and their Nohrian allies return to Windmire while Flora stays behind with the rest of her tribe.
After Chapter 18, if the player has upgraded the Magic Turret to level 3, Flora will join as a playable unit once time passes within the castle.
Flora subsequently aids Corrin's effort to put an end to the age old conflict between Hoshido and Nohr. She returns to the Ice Tribe thereafter, helping them regain their independence and eventually succeeding her father as chieftain.Revelation

Like in Birthright, Flora is ordered by Garon to kill Corrin or be executed along with her entire tribe. While Corrin is at sea to travel to Cheve, she freezes the ocean to allow Camilla and her soldiers to board the ship. Despite her best efforts, Flora and the Nohrians are eventually defeated. She notices the glowing Yato and believes that Corrin is the hero spoken of in her people's legends. Believing that Corrin is the key to stopping King Garon, Flora declines Corrin's offer to join their army at that moment. Fearing for the safety of her people, Flora promises to return to Corrin once she is able to smuggle her people away from Nohr to safety.
Flora eventually fulfills her promise to join Corrin's army starting once Chapter 22 has been completed and at least one My Castle turret has reached level 3.
Flora subsequently aids Corrin's effort to put an end to Anankos' machinations. If she marries Male Corrin, she will become the queen of Valla.Personality
Flora is a skilled maid and always performs her tasks in a timely, flawless manner. She maintains a polite demeanor throughout her duties as is noted to be a hard worker by her liege, Corrin. To help maintain her poise, Flora utilizes her ice tribe powers to help "cool herself" whenever she is worked up. While she is capable of controlling her powers, they tend to manifest when feeling strong emotions, resulting in a large blizzard in her vicinity.
Flora loves her younger sister and the two mutually admire each other's abilities that the other performs poorly in. She is protective of Felicia and tries her best to help her with her duties, even amongst her numerous catastrophic failures. However, Flora is envious of Felicia's superior martial prowess and is wistful that on the battlefield, her sister does not need her guidance and rather, she needs her help instead. She also admires Felicia's strength of heart and willingness to follow her own desires. She has the most powerful jealousy out of everyone in the army as a result as she truly wants to find self-worth.
Deep down, Flora holds heavy self-resentment and is cuttingly critical about her own perceived lack of self worth. She can be nearly suicidally depressed over the mere thought of having nothing to contribute to Corrin that she says her life has no meaning outside of her few strong points. Out of all of Corrin's servants, she is the only one who is not devoted to them at the very beginning of Fates. During her battle conversation with Jakob in Conquest, she bluntly tells him that she was never truly loyal to Corrin and in Birthright, she openly lashed out at them during their battle dialogue stating that they never knew her real self.
Regardless of the route chosen, she ends up fighting against Corrin's forces out of fear for her own life and the sake of her tribe when Garon coerced them. Flora wants to be able to express her desires freely and often looks for support in others. Corrin's earnest kindness and forgiveness touches Flora deeply. However, depending on the routes, this can result in Flora killing herself out of shame in Birthright, though finding peace in her self-imposed atonement. In Conquest and Revelation, Flora can formally join Corrin's forces once her tribesmen are taken to safety and can truly take an oath of loyalty to Corrin much like her sister and Jakob.

Etymology
Flora is the Latin term for flowers and is used in more modern times as any sort of plant life on Earth. Flora is also the name of the Roman Goddess of flowers and spring.

- Flora shares her English voice actress, Julie Ann Taylor, with Selena and Caeldori, as well as Cordelia in Awakening, Linde in both Warriors and Heroes, and Nephenee (from Path of Radiance and Radiant Dawn) in Heroes.
- She also shares her Japanese voice actress, Ai Kakuma, with Three Houses' Edelgard.
- Flora was voted the 8th most popular female character on Nintendo's official Fates character poll.
- Flora and Felicia's birthday is the same date that Fates was released in North America.
- Flora's conversations with Jakob in both Birthright and Conquest when she faces him in battle indicates that she holds romantic feelings for him. Despite that, she does not have any support conversations with him.
- Flora is the only one of Corrin's retainers whose personal skill only activates for herself.
- Flora and Fuga are the only playable characters who must be fought by the player in every route of Fates regardless. Takumi doesn't count as he is possessed while fighting him in Birthright, and he is fought in his normal self in Conquest and Revelation and while Shura is fought in Birthright and Conquest regardless, he can optionally be fought in Revelation.
- All of Flora's attacks have a unique visual effect (ice in her case). She shares this trait with Felicia (also ice), Rinkah (fire), and Fuga (wind).
- Flora is the only retainer of Corrin that can die if she is defeated in Classic Mode. All the other retainers (including Gunter) simply retreat if they are defeated.
- Flora is the only one of Corrin's retainers who does not possess an effect equivalent to any number of built-in Eternal Seals, and thus will initially stop their experience growth at level 20, as opposed to being able to go on to level 30 as Gunter can, or to level 40 as Felicia and Jakob can.
- In one of the cards featuring Flora in Fire Emblem 0 (Cipher), she is depicted as a Troubadour wielding both a Heal staff and what appears to be an Iron Dagger in her right and left hands, respectively. This is somewhat strange, as unlike its optional promotion, the Troubadour class line does not normally have access to any physical weapons. The same happens with Jakob and Felicia.
