During the Island Liberation War, after liberating Obel, Rachel was hired by the innkeeper in Obel to track Cedric down and charge him for what he ote at the inn. Lazlo saw Rachel inside the Obel Cave and agreed to paid 5,000 potch for Cedric's meals. She joined the Island Liberation Navy to make sure that Cedric won't steal food again. While she was on board on the Dauntless, she hinted that she had a crush on Cedric. After the war, she contined to chase Cedric and she swore that someday, he'll pay for all his skipped meals.
Suikoden Tactics
At the Fall of Kooluk, after Kyril responded to the "Catch the Eat-and-Run Bandit" quest at the Quest Guild, he found Rachel and Cedric on the port of Merseto. Rachel was trying to catch Cedric and made him pay the bills he owed. With Kyril's help Rachel successfully caught Cedric. Rachel along with Cedric joined Kyril's band and helped him in his search for the Rune Cannon. One night Rachel asked Cedric on what he was thinking about her, due to Karl's noise she was interrupted. As a result she got angry and chased Karl. She even got worried and scold Cedric when she saw Cedric napping on battle. She was amazed by Lino's agility even if his body built is big. After the war ended, Rachel continued her work as a debt collector.
After liberating Obel, speak with Rachel in the cave where your headquarters used to be. Cedric must be in the group and you must agree to pay off Cedric's debt of 5,000 potch. Otherwise, Cedric will leave the party until the debt is paid for.
Rachel is a balanced character without any real weakness, but not real strength either. Still, she is better suited for melee than magic. Putter good passive runes on her can make her decent, but all in all, with her average stats and being one of the last party member to be recruited, it would be better to use someone else.
