Izak is from Iluya Island, his hometown was attack by Kooluk using a Giant Rune Cannon, he survived the attack but it left a destroyed hometown and thousands of dead people.

During the Island Liberation War, Lazlo was doing his round in the Iluya Island and found Izak in the center of the town's ruins. He asked Lazlo for a Flower Seed. After receiving and planted the flower seed on the ground, he joined the Island Liberation Navy. While he was on board of the Dauntless, he became fond with Axel and Selma. After the war, he went home and he filled Iluya with flowers.
After launching your ship, sail to Iluya and speak with him in the center of the ruined town. He'll ask you give him a flower seed (which can be bought at Nay Island in Nay-Kobold trading post.) After you give it to him, he'll join.
