As an official in the old Scarlet Moon Empire, Heinz was sent along with Coop to infiltrate Kooluk territory in SY 309 in order to investigate their Rune Cannon build up, and if possible, retrieve them for use by Scarlet Moon.
Heinz was a friend of Walter prior to the latter's exile from Scarlet Moon but was perturbed by his association with Yohn to the point of reporting it to his superiors. This was the incident which led to Walter's exile, and although Heinz did not know that his report would carry such consequences, neither did he feel remorse for what happened, blaming Walter for his continuing association with the mysterious Yohn, who he saw as a beast.
Along with Coop, Heinz accompanied Kyril on his journey in order to gather more information. While traveling with the group, he tried to persuade Coop to kidnap Corselia, Princess of Kooluk, who was also accompanying Kyril. However, his idea was rejected and Heinz was forced to abandon his plan in exchange for Corselia's silence once she overheard the discussion. He also allowed the destruction of the Kooluk Rune Cannons stationed at the Small Border Village not out of any moral standpoint but because his plans had now changed to securing Kooluk's Evil Eye.
After reaching Graska, Heinz attempted to convince Kyril to secure the Evil Eye and bring it to Scarlet Moon, stating that it was also his father's mission. After Kyril's refusal, Heinz left the group but did not bring Coop, his subordinate deciding to remain with Kyril for the time being. As he was leaving Graska alone, Heinz was surrounded by officers of the Patriarchal Faction and murdered.
Following his death, Yohn made contact with his spirit, revealing that even in death, Heinz was extremely critical of the choices everyone had made, including Walter, Coop and Kyril.
