Akaghi was a ninja from a destroyed community of ninjas and grew up with Mizuki and Kate. The weapon he had was a gift from Ramada. He was supposed to have one in each hand, but he lost one of them and he felt bad about it.

Suikoden IV
During the Island Liberation War, he, along with Ramada and Mizuki, were sent by the Cray Trading Company to assassinate Lazlo, but ended up being defeated. They weren't aware that Lazlo bore the Rune of Punishment, a parasitic rune that drained the user's life force with each use. Furthermore, upon the user's death, the Rune would immediately bond with the nearest human. Upon learning this new information, they realized that Cray didn't care about them, merely using them as pawns. They consequently cut their ties to the Company without a second thought and joined the fight against Kooluk and the Cray Trading Company.
Akaghi was afraid on the Rune of Punishment and didn't want to be near it, but he stayed to help Lazlo until the war's end, at which time he accepted Lino En Kuldes' offer to work as his personal bodyguard.
Suikoden Tactics
Following the Fall of Kooluk, King Lino sent Akaghi and Mizuki to aid Kyril in his investigation into Kooluk territory. While he was in Kyril's party, he and Mizuki were reunited with Kate. After the fighting was over, they continued to work as personal bodyguards of King Lino.
Keen: You have done well by coming here. In this room, you may confess what is in your heart and accept proper judgement.
Akaghi: W-Wait a minute, please...
Keen: Would you secretly inform me about anyone on board this ship who you think is causing problems?
Akaghi: L-Let me think... Like Mr. Ramada and Mizuki? Aren't those two afraid of Mr. Cray? They cut their ties without second thought... I'm worried to death that people are going to come after us!
Keen: Then, would you tell me what you think of Lazlo?
Akaghi: That Rune... I don't want to be anywhere near it! But... I already said I'd lend a hand so that things wouldn't come to that...
Keen: Finally, quietly confess the things you wish to atone for, or all the things that you are thankful for.
Akaghi: ... The weapon I have is something Mr. Ramada gave me, but actually, I'm supposed to have one in each hand. But I lose one of them. When I told Mr. Ramada, "It's easier to use just one," he replied, "I see... I'm sure Mr. Ramada definitely knows that I actually lost it. I still feel bad about what I did...

He seems to have a lot of troubles. I think his superiors were always on his case, and he had a rough time with it. And well... we didn't cut him any slack, either. We pretty much said what we wanted to say.
Mizuki tends to be pretty secretive, so I doubt you'll get a letter from her. Too bad for you!
Akaghi fought with a single Chakram, one of two he received from Ramada. While he told Ramada it was because he found it easier to fight with just one, the truth was that he lost the other, a fact that he felt bad about.
