Lee (りー ) is an antagonist that was first featured in River City: Tokyo Rumble. He is the Dragonhead of Hong Kong's Red Snake Triad and is the biological older brother of Sabu. He originally came from Japan though would rise to success in the underworld when moving to Hong Kong.

Lee debuts in River City: Tokyo Rumble as an accomplice to Sabu's plans behind the scenes.
In the story mode, Lee and Sabu reveal themselves as the masterminds behind the Kanto Lion Alliance's attempt of conquering Tokyo. Lee introduces himself to Kunio and reveals that he couldn't stand by and watch Sabu's reputation diminish after his previous defeat in Nekketsu Kōha Kunio-kun Special. In order to prevent Kunio from fighting them in Shinagawa, the two have his teacher Madoka captured and held hostage in Hong Kong. Lee tells Kunio that him and Sabu will be waiting for him there.
In Hong Kong, Lee has the protagonists walk through a movie set as he plans on filming their beatdown and having it released it as a feature film. Lee has his goons attack the protagonists in waves though ends up disappointed when they're all defeated. From this point, Lee joins Sabu in his fight against Kunio.
Upon completing the game, both Lee and Sabu are unlocked for use in the Rumble and Dodgeball gamemodes.
River City Super Sports Challenge ~All Stars Special~
Lee appears as a member of the Outlaw team and can be played outside of the story mode. Lee is able to use the Burst Dragon Kick and the Dragonslaying Fist.
River City: Rival Showdown
Lee briefly appears alongside Sabu in a flashback sequence during the true ending depicting the finale of River City: Tokyo Rumble.
River City Melee: Battle Royal Special
Lee returns as a member of the Outlaw team and is involved in the story mode. Lee's moveset remains unchanged and is still able to use the Burst Dragon Kick and the Dragon Fist.
