Blonde is a character who was first featured in River City: Rival Showdown. He is a regular at the Tiger Hall gym and has been able to befriend Tsuneo Kamijō and Noriyuki Yamamoto there despite his lackluster Japanese skills. He is training buddies with Knit and Bald.

River City: Rival Showdown is a remake of Downtown Nekketsu Story. The game takes place before River City Super Sports Challenge ~All Stars Special~.
In the main story, Blonde is hired by Kiyofumi Taira as backup on the second day to his alternate plan of jumping Riki at Starpark Café. When Kunio unexpectedly intervenes to assist Riki and takes Taira and his goons down, he calls in Blonde, Knit and Bald to attack the two. Blonde mentions to not take anything he's about to do personally and that its only business. Upon being defeated, Blonde will mention that him, Knit and Bald will always be seen at the gym in town and that they're all training buddies. Blonde gives the two the location of the gym and jokes about how the guys they were hired to take out were tougher than them. Blonde mentions to Taira that they'll be going their separate ways before leaving.
In Riki's story, Toraichi will have Riki spar against Blonde, Knit and Bald.
Blonde will appear as one of the opponents that Kunio can spar against at the Tiger Gym.
River City Saga: Three Kingdoms
Blonde plays the role of Hou Cheng, a general in Lu Bu (Misuzu)'s army.
Hou Cheng will appear during the finale of the third chapter where he'll be seen as an enemy.
