Leopold is a character who was first featured in River City Girls. He is a snobbish man who doesn't have any respect towards the lower-class.

Misako and Kyoko talk to Leopold inside of the hotel lobby at Ocean Heights in an attempt to get some VIP passes for Noize's concert. With Misako stating that she need some information, Leopold presumes the girls are homeless and rudely tells them where they can find the homeless shelter. Misako annoyingly asks Leopold if he has a pair of VIP passes to the concert, to which he states that he has a single pair but is only giving it to Noize's biggest fan. The girls attempt to trick Leopold into thinking they're big fans of Noize, though get the answer wrong for each of the three trivia questions he asks them. Leopold scolds the girls and demands that they leave.
Knowing that he won't remember them because of their status, the girls later return after finding out the answers to Leopold's questions and ask once again for the VIP passes to the concert. Leopold attempts to ask the three questions, though is interrupted by Kyoko with the correct answer before he is able to finish talking. Impressed, Leopold hands the girls his pair of VIP passes. Misako asks if he seriously doesn't remember who they were, to which Leopold states that he has no idea who they are and if he's supposed to remember who they were. Kyoko interrupts and quickly thanks Leopold for the passes before he remembers anything.
