Fahl is a non-playable character who appears in Breath of Fire III, where he runs the bar in Genmel. He also serves as one of the masters that player characters can study under in order to learn new abilities.
Role in Breath of Fire III
After Ryu and Nina are attacked by Balio and Sunder on Eygnock Road, they are tied up and brought to the bar in Genmel where Balio and Sunder ask the barman Fahl to keep an eye on them.
As soon as Balio and Sunder leave the pub, Ryu chews through his and Nina's ropes, and attempt to sneak out. Fahl notices them walking out, but Nina gives him an excuse and Fahl is too drunk to understand them anyway.
As a Master
In order to unlock Fahl as a Master the following sequence of events must occur: 1) the Contest of Champions finishes and the party exits Genmel, 2) the party reenters Genmel and talks to Fahl, 3) the party engages in 30 combats without resting, 4) the party speaks to Fahl again before resting.
Notes: When you talk to Fahl again after exiting Genmel it doesn't matter how you answer his question. It is not necessary to defeat Stallion. You can finish a battle by escaping rather than defeating the enemies. The battles do not need to all be in the same area. You are allowed to enter camp, change party members, learn skills from masters, etc. The only thing which invalidates the 30-battle streak (outside of story events?) is using the Rest command in camp, at an inn, or anywhere else that lets you rest. An easy way to fulfil this requirement is to go to any encounter area where enemies are easy to escape from and escape from 30 random battles.
Fahl is a great master for developing a tank type character, or for someone like Peco whose main breath attacks are affected by his HP without sacrificing any melee stats.
