Javad, also known as Javad the Willing, is a character in Horizon Forbidden West. He is a Carja magistrate who oversees the Daunt on behalf of the Sun-King.
History
Javad became magistrate of the Daunt sometime after the Liberation of Meridian, having requested the posting to perform what he saw as an honor. However, like many occupants of the valley, he was beleaguered by the antics of Chainscrape's "leader" Ulvund. In Javad's case, Ulvund continuously attempted to rouse up Oseram resentment and force the magistrate into signing a concession degree that would grant Oseram sovereignty over portions of the Daunt. Javad knew Ulvund's motivations were purely financial but, recognizing that acting brashly would only bolster Ulvund's cause, had little means of curtailing the man's "bloviating".
Running Ulvund out
A day before an Embassy was due to be held at Barren Light, a herd of Bristlebacks appeared in the Daunt without explanation. Ulvund wasted no time in baselessly accusing the Carja of releasing the herd in the valley, ordering a work stoppage until the Bristlebacks were dealt with. Javad's protests were ignored, and Ulvund once again pushed him for the concession degree. With little choice in the matter, Javad would have been forced to submit had Aloy not handled the situation. He requested her help in investigating the matter, agreeing to wait for when she had the time. Aloy later found Javad inside Chainscrape's tavern, and he offered her a generous reward if she could discover the true cause of the Bristlebacks. He shared with her where the machines were first sighted.
Aloy's investigation unearthed the actual source of the Bristlebacks: Ulvund's unauthorized blasting in the unstable Split Crag caused a cave-in beneath a machine pen belonging to Tenakth rebels on the other side of the mountains. Once she found the necessary information to make the explanation irrefutable, Javad summoned Petra Forgewoman to confront Ulvund along with Aloy and himself. Before the entire town, Javad divulged Aloy's findings and publicly castigated Ulvund, while Petra chimed in with Ulvund's misconduct regarding the workers of Crimson Narrows and the Shadow Carja refugees. Ulvund demanded an official investigation, to which Javad agreed to provide, along with an inquiry into Ulvund's complete business history. To Javad's elation and relief, Ulvund agreed to leave the Daunt in exchange for avoiding such a query.
Once Ulvund left, Javad gave Aloy with the promised reward and expressed his profound gratitude for her service. He then placed Petra in charge of handling Barren Light's reconstruction efforts.
Later activity
With Ulvund's departure, Javad saw repairs at Barren Light resume as scheduled. While going through Ulvund's belongings, he found several of his own belongings that had been snatched by the man, including his lucky Bristleback Machine Strike piece and slippers.
Personality
By all accounts, Javad appears to be a well-meaning man and effective administrator, albeit somewhat awkward in demeanor.
