Notes
- The Penalty is triggered regardless of whether Seal Res's user performs an attack during combat. If foe initiates combat and user cannot counterattack, Seal Res's Penalty will still trigger.
- Seal Res's user needs to survive the combat for the Penalty to trigger.
- The stat decrease that can be applied by Seal Res is considered a Penalty.
