Notes
- The Penalty is triggered regardless of whether Seal Def's user performs an attack during combat. If foe initiates combat and user cannot counterattack, Seal Def's Penalty will still trigger.
- Seal Def's user needs to survive the combat for the Penalty to trigger.
- The stat decrease that can be applied by Seal Def is considered a Penalty.
