The Dock Handler seems to be modeled after the Taylor TEC950L, evident from its overall body shape, featuring a raised cab design and exhaust system derived from the Taylor THDC 975, while the platforms may have been adapted from the Fantuzzi FDC500.

The Dock Handler is a large forklift-style truck designed to lift and carry shipping containers. The front end of the vehicle mounts a large structure with two hydraulic arms on the back, which supports a fully-functional overhead magnetic toploader that attaches to the top of shipping containers scattered around the map.
The main body of the vehicle is wider on the front section and bears various red/white warning stripes, while the left-hand side mounts a small access step for the front and an access ladder for the occupant, as well as elevated platforms to provide access to both levels of the vehicle, with the first one being the engine bay and the second one the cabin. The engine bay level sports a large compartment hatch on the right-hand side, a rear vent and an open section just below the cabin, along with a large black exhaust pipe on the left-hand side that extends upwards and is connected to a silver/chrome stack. The cabin level sports a suicide door (opens backwards) on the left hand side and a set of wipers for the windscreen and rear window, while the roof features a set of trumpet horns, an unusable amber beacon on the left side and a long antenna on the right side.
The rear end has a red/white warning stripe around and a flat center with angular shapes on either side, while the top surface appears to have two hook points. The axle is separated from the rest of the vehicle's underside and has a visible diff, while the wheels are placed further ahead of the wells, as they are intended to turn. The interior of the cabin uses a small dashboard on the front and two control sticks on either side of the driver's seat, likely intended for controlling the loader. In the enhanced version, it uses analog "Truck" dials.
The Dock Handler is only seen in a primary color for the main body, which is commonly set to a light gray tone (although multiple finds may see the vehicle spawning in its other available colors, two variations of blue and a yellow color). It uses large industrial wheels, with the dual frontal ones derived from most trucks and the rear ones identical to the ones from the Barracks and its Semi variant.

Because of its primary use as an industrial vehicle, the Dock Handler is very slow and its heavy weight makes it an unsuitable choice for high-speed driving and maneuvers, due to its rear-wheel steering and wide turning radius. The Handler's high body also makes it unsuitable for freeway driving, as the crane structure will crash into bridges and overhead gantries.
The Dock Handler uses a large engine located below the cab given the location of the exhaust pipe, and powers the front wheels in a similar way to the Forklift. It uses the traditional diesel sound from most trucks, albeit with lower revolutions given the limited speed it can reach.

- The Handler is featured in the mission Scouting the Port, where Trevor is working undercover with Floyd Hebert to survey a Merryweather container ship docked at the Port of Los Santos. Whilst there, a dock worker orders Trevor and Floyd to move two shipping containers. To maintain their cover, Trevor and Floyd use a Dock Handler to move the containers to their required locations.

- Appears in the mission A Titan of a Job near two containers, likely used by Merryweather for loading/unloading operations with the target Titan plane.
- Seen during the The E.C.U Job finale if the Freight Train gets to its destination.

Trivia
Grand Theft Auto V
- The Dock Handler shares its entrance animations with the Dump, meaning that the player will not use the Handler's ladder and simply jump up to the door.
- On the PS3/Xbox 360 versions of the game, the player turns the steering wheel in the wrong direction. This has been fixed in the enhanced version of the game.
- In the game, the Handler can only accommodate the driver. However, in Scouting the Port, Floyd Hebert stands on the railings outside the cab.
