Chaz (Oneia, or Onaya in Japanese) is a playable character in Shining Force II.
Background
Chaz is a historian and son of Hawel, from Shining Force Gaiden: Final Conflict.
Personality
Chaz is very knowledgeable and polite. Besides that, he is a very strong willed person.
Strategy
Chaz is the second to final character to join the Shining Force. If you used Alef in the last game, Chaz will probably feel familiar to you. He does join much later then all his fellow spellcasters, but makes up for it with his specialty being Bolt, which is great at destroying clusters of enemies and helps soften up the final few battles a great deal. In addition, unlike Alef, Chaz also gains high levels of Blaze and Freeze, allowing him much more flexibility in casting.
His HP and MP is overall decent and steady.
Chaz's major weakness is simply how late he joins. This is an issue he shares with Frayja, but Chaz has it far tougher, as by the time he's recruited, Tyrin(if recruited) may well have caught up to or even surpassed him.
As he comes pre-promoted as a Wizard, he cannot be promoted to Sorcerer, leaving his fighting style set with no alternatives. As he has Alef's strengths, he also has her weaknesses: Chaz has high MP, but as Bolt is very spendy, he'll will quickly eat through said MP pool despite its size. He also suffers Alef's problem of stealing XP from fellow Force members if not used with discretion, as reckless Bolt spam tends to dominate the battlefield.
His defensive stats will eventually dwindle in growth and he has a low attack, meaning he's not going to be very useful when his MP run out.Powers & Magic
