WB18 walks around the Federation Headquarters, and as he walks past Office 0-4, to his surprise, the police dispatcher W0039, Foolish, is in the office screaming at him for help. Surprised that Foolish is actually alive, WB18 quickly fixes the door, and gives Foolish the funerary poster of Foolish surrounded by doves, flowers, a frowning face and a golden frame with the quote “Farewell, Little Star,” that had been displayed on the wall. Asking what Foolish was doing here, he answers that he made a report on BadBoyHalo for vandalism. When BadBoyHalo threw bombs, it destroyed the office's buttons, causing Foolish to be stuck in his office for the past six days or so. Still flabbergasted that Foolish wasn't killed by the dead workers' murderer, WB18 informs Foolish how more dead worker bodies have been appearing the last couple of days, to which Foolish is shocked about.
WB18 leads Foolish to the small shrine made in honour of him, with the funerary poster surrounded by candles and a cornflower, showing and details him how concerned for Foolish the Workers were. Foolish replies that he did not know that they actually cared about him, and that's relieving to know they in fact do. WB18 updates him that they thought Foolish was killed by the serial killer, like the other three dead workers. So when they sent the police dispatcher to solve the case but was supposedly dead, the Workers just stayed hidden in their offices. Foolish declares to cancel the funeral, and so WB18 quickly crosses out the funerary posted with red marker, labelling it as "funeral cancelled!!"
While they've been talking, WB18 explains to Foolish that he's mistaking him for "24" during their conversation, and WB18 properly introduces himself as his ID, which Foolish nicknames as "Agent 18." Foolish inquires about Mr. 24's safety, and Agent 18 confirms that none of the victims were guards, but were scouting out the island to ensure construction related tasks were going out as planned. In taking the information, Foolish speculates to Agent 18 that the killer's targets aren't a specific group; however, Agent 18 can't confirm nor deny the theory as neither he nor any of his coworkers took the risk of leaving their offices to search for clues, and that Foolish was declared dead. Foolish denies his deceased status once again, and tells Agent 18 that no one is going to die on his watch during his investigation. Agent 18 responds by asking Foolish to not die like the others, and that as more people in the offices disappear, the more it's driving him crazy. Foolish says he was going to be fine and asks to be led to where the bodies are, assuring him that nothing bad would happen to them. Agent 18 agrees to as long as Foolish made sure to never leave his side, which he accepts.
When the two arrive at Spawn, Foolish immediately notices the weird black substance around everywhere, but chooses to focus on the current case of the dead workers. At Spawn, Foolish is confused at Cucuruchito's appearance, and so Agent 18 explains it was assigned to help residents like Foolish. While Foolish talks to Cucuruchito, Agent 18 hears a strange ominous rusty grind noise repeatedly, that causes him to immediately bolt to the offices in fear. After a while of hiding, Agent 18 returns to Foolish, and explains his disappearance.
Alright listen. You need to remember, that you're a strong worker okay? Not everyone just simply gets to be WB18, you earned that rank! Maybe, and look, you look good, okay; and you got a confident outfit, and now it's time you express that. You don't need to be scared, you're a trained professional. So even if a serial killer does show up, just punch 'em in the face!
Together, the two list out similarities between the three incidents: they're all out in the open, clearly meant to be seen, with weird symbols written in blood on the wall behind them. The bodies are beaten up, and Agent 18 points out a key similarity: they're all dead. Paying respects to the deceased worker, Agent 18 lights a candle. They surmise that one of the symbols closely resembles a pair of pants, possibly mocking the dead workers for not wearing pants. To avoid becoming a target, Agent 18 puts on an extra pair of pants for added protection. He proposes a coup d’état or an inside job, but both are uncertain about that.
Once they've pointed out some "valuable" information, such as the dead workers were once alive, the two head back to Foolish's Office to organise the material about the case. They move around some of Foolish's stuff, and Foolish talks about wanting to have more office space, and a coffee machine, for his growing crew. Agent 18 suggests asking the higher ups about it, but does warn him that it'd take time to be implemented since the construction forces are down by some numbers, referencing the murder case. Foolish tells him that if anyone needs to talk to him, they simply just leave a book in one of the barrels in his office. Foolish also shows the report he made about BadBoyHalo blowing the door’s buttons, and Agent 18 says it’ll be taken in consideration with the higher ups.
Being on a time limit, Foolish tells Agent 18 that he can just add a table for him in his office, making the space even more cluttered. Suddenly, Foolish becomes French (Etoiles in real life), yelling "fuck the Federation," leading to Agent 18 reprimand him for his negative attitude when he's a Federation employee. Foolish argues that it was a test to prove Agent 18's loyalty to the Federation, to which Agent 18 accepts his reasoning. Afterwards, the two declare Foolish's Office as the base of investigation, with Agent 18 and Agent JabberJaw, Foolish, on the case! Foolish also tells Agent 18 to never let anyone call him dumb, because he has proved himself to be intelligent. Taking a photo of Agent 18 and puts it on the wall, Foolish welcomes Agent 18 as a member of the crew and emphasizes that the should trust each other. As Agent 18 is leaving the office, Foolish tells him to stay safe, remember his strength, and wishes him good luck.
Agent 18 arrives to see Foolish, who calls him "pants guy" when he sees him, in his new extension of his office in the Federation Headquarters. Not letting Foolish off the hook of not remembering his name, Agent 18 exclaims about how he decorated an office for him, and built an investigation board per Foolish's request, only to be known as the "pants guy" by him. Foolish quickly denies it, reiterating that it was an association between the two, but also that all Guards look identical. Agent 18 continues to jokingly mock Foolish, calling him Agent JabberJaw, and so Foolish thanks him for the Agent's work. Foolish informs Agent 18 that he's made progress with the case; however, at the fourth scene of the crime, the red symbols have been replaced by a photo of Fit. About the symbols, Foolish tells him that Agent 22 had recognised them from a TV show called Gravity Falls, and Foolish was able to translate the first two codes using a cipher:

2nd dead body message: How are you doing darling?
Agent 18 muses that it might have had nothing to do with pants, but Foolish argues that nothing has disproven that, and tells him to keep the chainmail leggings on just in case. Writing out the report, Agent 18 can't help out on the dates the bodies were found, seeing as he and his coworkers hid after the first body appeared. Foolish mutters that likely Bagi or possibly BadBoyHalo might know, to which Agent 18 comments that the former woman has a white hair streak just like Cruella, calling her suspicious. As they're talking, Aypierre and BadBoyHalo are acting odd in chat, telling Foolish to and don't come to Spawn. Foolish mentions the buddy system with Agent 18, to which he tells Foolish that he can now finally cry with him now, and Agent 18 immediately falls into pieces, crying, to let it all out. He hands Foolish a book about it:
You don't even know how scared I was when there was one more death—
It shook me to my core and I couldn't do anything.

Foolish encourages Agent 18, reminding him of who he is, an Agent who won't die, with no one being able to get to him, for he's sturdy and strong. Agent 18 tells him about the fourth body near the library, but Foolish already knows about it, much to Agent 18's shock as Foolish has been investigating without the buddy system. In the chat, BadBoyHalo keeps telling and denying for Foolish to come to Spawn, so the two head over to him. They meet Aypierre, BadBoyHalo, and Bagi, where Bad asks if Foolish saw anything interesting involving Cellbit today.[note 1] The other two question why Agent 18 briefly wielded a gun, mistaking him for holding Foolish captive. Mainly Aypierre and Bad, continue to voice out their suspicious with Foolish, and in a change of topic, Foolish asks Bagi what her opinion about dalmatian dogs are, seeing as Agent 18 referenced her to as Cruella. She answers that they're cute, and Agent 18 jumps the gun, telling Agent JabberJaw that they should arrest Bagi immediately.
With tensions high, Bad also reveals that he heard another death occurred,[note 1] and thought Foolish knew where it was, but no one knows. Bagi confronts Agent 18 about him pointing a gun at her constantly, to which he denies he is, and continues to do so, much to Bagi's dismay. When Agent 18 asks of Bagi to refrain from yelling at him, for he's scared, Foolish then pulls Agent 18 aside, and Bagi briefly follows them to apologise by giving him an apple juice bottle. After she leaves, Agent 18 bluntly reveals to Foolish that he's gaslighting Bagi. They talk about bringing the three in for questioning, and Agent 18 tells him to ask general questions only people involved would know:
"What are your top three favourite cartoons?"
"Have any of you been studying logograms recently?"
"Do you like wearing pants?"
"Have any of you seen Gravity Falls?" for the final question after the three other ones.
Agent 18 reminds Foolish that if any of them look right, they're lying, and straight to jail with them. Foolish muses on how similar the two think, and they both agree to throw BadBoyHalo in timeout for 15 minutes. When they return to the other three, as Aypierre and Bad ask for Foolish's autograph, Agent 18 talks to Bagi in a good attitude instead. Bagi says that maybe Agent 18 pointing a gun at her was all fake, to which he feeds into that lie, emphasising that he would never do something like that. Turning back to Foolish's conversation, Foolish hands Agent 18 an incriminating book that Aypierre was trying to get Foolish to sign, but Foolish successfully got Bad to sign it instead:
I killed the workers. If anyone finds this note just know I did it because cucurucho wouldn't give me a bigger office. The coffee maker wasn't big enough or fancy enough. I want to kill all the workers until I am the only one left then I will be the federation. -BadBoyHalo
Moving on, Foolish starts asking about the set of questions, and has to hold Agent 18 back from detaining Cruella (Bagi) from the pants question. In a turn of events, during the cartoon question, Bagi's answer includes Gravity Falls, prompting the two agents to aggressively look between each other and at Bagi. Everyone denies studying logograms, and to wrap it up, Foolish asks if anyone has information on any of the four or possibly five Federation Workers killings. Bad answers yes, and so a quick scuffle breaks out, with Bagi acting as Bad's lawyer. Seeing Cruella and Phantom Blot working together, Agent 18 questions if this is the House of Mouse while Bagi asks for a warrant of Bad's questioning.
Agent 18 quickly sets up a space for the questioning, choosing a small area on the road near Spawn. He seals it off with caution tape and arranges five cyan sofas; two on one side for the agents and three on the other for the interrogates. Bagi continues to argue with the two agents, insisting that neither the document nor the location is official. While the interrogation was originally meant for Bad, with Bagi being his lawyer, explaining her presence, Agent 18 questions why Aypierre, who he dubs as Tintin, is here, and simply grilling meat casually.
After a while, Bad confesses that Foolish is the culprit, causing Agent 18 to point his gun initially at Foolish, then at Bad. Then Aypierre convinces Agent 18 to arrest both of them, to which agrees, but denies when Foolish protests, and Agent 18 tells Foolish that he's extremely confused. The incredibly official investigation continues with Foolish asking Bad yes or no questions, but Agent 18 spots that Bagi keeps shaking her head when Foolish does ask the questions. So Agent 18 completely blocks the holding containment that Bad is in, only allowing him able to look at Foolish.
Once Agent 18 returns from disappearing into the void (crashes) after Bagi burned the book, Foolish is having trouble with the three suspects notarising their names on the official interrogation release form. Agent 18 jokes to Bagi about how she made him fall off the earth (server), to which she responds with sympathy, giving Agent 18 his favourite juice, lemonade; he responds by calling her queen. Finally, the two agents wrap up the interrogation, and all five of them dance to celebrate. During the small dance party, suddenly a wandering trader with two llamas appears out of nowhere, taking them all by surprise, and Agent 18 quickly takes them out, becoming the hero of the day.
Agent 18 and Foolish return to the Federation Headquarters, and discuss their findings. Although most of it was nonsense, there was one particular information of that a certain someone likes Gravity Falls and has been present for all the bodies appearing, Bagi. Foolish also believes Bad might not be the murderer, but is involved with something, and will eventually slip up. Agent 18 advocates to simply jail all three of them, with them possibly being a package deal like the Beagle Boys. He also sadly informs Foolish that he doesn't possess the fourth dead body message, and he'll have to ask around for it instead. Taking a break, the two engage in a chess match, and ends after around seven minutes, with Agent 18 coming out as the victor. They also head into the break room, where Foolish asks about the blurred out books, and how difficult it would to be to get an A-Rank Employee to tell him about it. Agent 18 answers that you can request for them anytime, but they're usually always busy. The two play some games, such as a free version of Suika, and they talk about the game for a long while.
Getting back on the topic of the case, Foolish shows the evidence that incriminates BadBoyHalo, and Agent 18 asks if they can arrest him now. Foolish denies the request, saying they have to wait some more.
Yeah! WOO! We're never gonna die! Okay, but listen, I mean I'm sure you already know this taking up the job, but you got to be careful out there, okay? Because after that interrogation, you made a name for yourself. They now know you as Agent 18, which means even if they're not the murderers, the murderer may have been around, or maybe they'll provide intel accidentally or purposely to said murderer. He might come for you next. But I think you understand the risk in this job. I'm not telling you anything new...
Oh, don't say that! No, don't you say that! Don't you say that, because now you're setting it up, you're setting this up! No, listen, I will try my best, but now it's like you're trying to set up a tragic moment here, I see what you're doing!

Discussing a bit more about the murders, Foolish calls it a day, heading off to play games on his work computer as Agent 18 goes to sleep on Foolish's office couch.

After reading the book, Foolish went ahead and did as asked, finding Agent 18's investigation notes on the serial murder case. In the barrel was a cornflower as well, likely Agent 18's subtle way to gift Foolish one.

Then, Foolish returned the items into the orange barrel back at the offices, and also left a book for Agent 18.
URGENT! Quesadilla Island cleanup attempts have failed. The substance is spreading at an alarming rate and has reached Federation Offices. An emergency meeting must be held.
This is an emergency meeting. All workers are required to assist until the situation is resolved. The infection is spreading. There is no identifiable source of it yet.
Upon gathering in the Federation Auditorium, Cucurucho asks all the workers present if they have anything to report on. One construction worker goes up first, then another, and then Agent 18 approaches Cucurucho to give him a book. As Cucurucho starts to read its contents, Agent 18 continuously paces back and worth in nerves.
The quantity of issues is unacceptable. All workers will be tasked with handling the infection unless told otherwise. Follow me.
Everyone, including Agent 18 who appears timid and scared, begins to follow Cucurucho along to the Train Station where it's thundering, a rare weather occurrence on the Island, currently. One construction worker leaves the group to follow Cucurucho, and the rest of them wait around until the bear shows up again. Once Cucurucho returns, they begin to walk around the Island, inspecting the places contaminated with the substance such as Spawn, the Election Tower, the gym, and many other places. As Cucurucho takes notes in his report book about the Island's condition, the workers fulfill their task of being assigned to clean up the hazard.
The Shadow Virus has spread to a dangerous level. Under our advisors' recommendation, the Federation will retrieve the stranded Islanders, thus suspending Protocol AB.
Cucurucho nods their head, agreeing with Agent 18, and after seeing all the Worker's report, the group follows Cucurucho to Spawn. They wander around the place, with Cucurucho calling the Shadow Virus plague unacceptable upon seeing the state of Spawn. Then Agent 18 waits for Cucurucho and two other Workers to see the place with Code Entity-like residue all over, more commonly known as Eggxile. Once they return, Cucurucho directly addresses Agent 18, telling him to leave a message for W0039. Following Cucurucho's lead along with another Worker, Agent 18 reads the task to not letting the serial killer walk free, and that W0039 needs to assure them of his loyalty to the Federation.
As Cucurucho hands him the book, both Workers spot something strange in the distance, gaining Cucurucho's attention to where their gazes are landing on. In the distance, suddenly, a strange one-eyed small white creature is rowing through the ocean, and docks directly next to them at the Dragon's bridge. This small creature with a heart at it's top right chest holding bamboo is apparently named Luffy, and Cucurucho questions what it exactly is. It seems Luffy has issues communicating through words, instead giving an image[note 2] to Cucurucho, and also some drawings to depict the events it went through using an easel.
First, a Construction Worker covered in the Shadow virus that is lying motionless on the ground.
Second, Luffy draws people of whom they likely considered friends based on how Bagi, Fit, and Tubbo are labelled as friends at the top.
Third, and lastly, an image of a large one-eyed entity covered in shadows surrounding it (The Watcher).
At the final image, the group takes it as a sign that Luffy might be a threat, and so they tie it up, Agent 18 keeps it at gunpoint while the Worker drags it to a secret federation facility.
All workers are required to assist to this upcoming meeting. Unresolved issues need to be covered to guarantee the happiness of Quesadilla Island Residents and their Eggs. Please meet up at The Federation Offices.
Arriving at the Federation Auditorium, the two Construction Workers are looking worse for wear, having black cracks and code streaks across their legs. Cucurucho asks for updates, and after the other two report to them, Agent 18 goes up.

Agent 18 eagerly nods, agreeing with Cucurucho. Then, the group follows Cucurucho to Spawn, experiencing random music as they arrive, and momentarily getting distracted by dancing due to the beat. Regaining composure, they arrive at Eggxile once again, finding the same Code Entity-like infection patches all over. Agent 18 tells Cucurucho:

The four decide to head there, passing by several rooms including where the Code Entity was stolen from, a multitude with different creatures contained in chambers, and at the end of the hallway, where Luffy is being held. Cucurucho enters, greeting themselves as the Census Bureau, and asks the creature of what's it doing with Agent 18 holding it at gunpoint. Luffy is unable to communicate using words, instead utilizing the canvas and utensils placed inside their enclosure to depict its thoughts.
First: Luffy framed its current situation of being backed up into a corner by strangers, the Federation Workers, and its nervous stance in the grim predicament.
As Agent 18 continues to examine the creature under scrutiny to see if it'll fess up remaining information, suddenly, explosions quickly followed by the sound of fire reach their ears. They turn around to see the door has fallen off, having been broken by the intruders, two One-Eyed Workers armed and ready appear.
I will not allow you to get close to this creature, you need to leave immediately or there will be consequences.
The skirmish once halted, now the Federation Workers immediately act on Cucurucho's orders, attacking the Eye Soldiers. Bullets fly through the air without hesitation, strikes against them using a stick connect, and they return by using crossbow loaded with fireworks, bombs, and weapons, attempting to gain back the creature. The battle has them all running around, fighting in a different location from Luffy's captivity area, and while the second puts up a fight after its other kind went down, it follows the same fate, being eliminated.
As they return to see Luffy, a mimicube attacks Agent 18 out of nowhere, having broken out from its tube likely due to stray bullets from the previous fight. The mimicube is swiftly dealt with, and they check on the room with the Code Entity container. Nothing seems out of the ordinary, and Agent 18 goes to leave, finding himself face to face with some figure shrouded in darkness, and Agent 18 springs backwards. Everyone becomes wary of the entity, staring at it as it does nothing but stand there, and for no apparent reason or cause, the figure dies, leaving behind a book and quill and a warp plate shard. Cucurucho reads the book:
Cucurucho does not elaborate on their thoughts, and Agent 18 fetches Luffy from its enclosure, presenting it to Cucurucho tot tell his plans of moving him. Cucurucho agrees, telling him to relocate it.
Agent 18, and a bunch of Federation Workers, including WA01 and the "Sheriff,"[note 3] are hanging out in the break room when Elena greets them. Everyone, happy to see her, welcomes Elena by either waving or showering her in drinks including coffee and apple juice, courtesy of WC013 and WB35[note 4] respectively. She politely invites them if they'd like to visit her house for dinner, to which all of them agree to do so without hesitation.
Each of them warp to her house using the sharestone, and then they all start to have a dance party around the grill. Agent 18 grooves to the music, Blocks and Pigstep, and the joyous mood is further increased from everyone being rainbow-fied with the rainbow jelly. Once one worker is almost done grilling, the party shifts over to Elena's dining area inside, and they have a feast, eating culinary such as burgers, steaks, shepherd's pie, and chocolate pie, washing it down with various beverages. Soon, the hangout ends, and the workers shower her in all sorts of items before bidding her farewell.
Agent 18 and another Federation Guard are chatting and hanging out with each other around The Federation Headquarters' fountain until Cucurucho calls them using a communicator device. Presumably, they sent a message to the two guards, ordering them to take away the infected Construction Worker away from Elena. They do as they're told, holding the infected worker at gunpoint to force them to walk.
The next morning,[note 5] Agent 18 and the guard from before are in each other's company once again at The Federation Headquarters training to hone their skills in order to protect the Island better. Then, they head to Spawn, with an additional Construction Worker in tow, to continue their fighting practice. They keep battling one another, with the worker, and Elena once she arrives, watching them, and Agent 18 quickly beats the other in a surprising little amount of time. Agent 18 tells Elena that the two will retry, this time putting on a better performance. Elena starts the timer of one minute, and the two guards advance on each other. Agent 18 decides to take offence first, being able to get the first hit in, but after swinging and blocking the other, sadly, Agent 18 loses the second round. The guard, and the two onlookers pick Agent 18 up, and as he sadly hangs his head in disappointment, the three hug him to cheer Agent 18 up.
Afterwards, the worker shows Elena a recording they did of another practice session with the guards from earlier in the day. It has good camera work and great music, with Elena praising them all for their work before going back to her office.
In the pursuit of Luffy ever since its escape from the Federation's grasp, Agent 18 accompanied by a group of Faceless Workers, with WA02 likely also tagging along. The group approach Philza to confront him as he and his son, Chayanne, are currently protecting the creature. Philza at first appears bewildered by their appearance, questioning where they, the Federation, have been since the "the guys with the eyes" have been showing up. Agent 18 is the primary one to communicate with Philza, telling the winged resident that he's in possession of something, Luffy, that originally belongs to the Federation.
Phil expresses his hesitance to hand it over, informing him that Luffy told him about the place he escaped from, the Federation's Laboratory, and their treatment of it. Agent 18 attempts to pacify Phil's slight aggression towards them, explaining that all they just want answers from it, but Phil continues his refusal to comply, calling their investigations non-ethical and is experimentation. Agent 18 responds with that it's standard and plain interrogation while keeping an eye on Luffy as Phil refutes his claim. The winged man claims that Luffy drew a picture of it being stabbed due to the Federation's so-called "plain interrogation," and as Phil is distracted from waiting for Agent 18's response, that's the time for the other workers to strike. The other guard manages to lasso Luffy successfully despite Phil's insistent refusal, but Agent 18 lassos Phil in time, wrangling him away from releasing the creature. Still, Phil perseveres, though his efforts result to be fruitless in the end, and Agent 18 continues to talk to Phil.
Agent 18 and Phil have a tense discussion, with Agent 18 saying it's just their job to retrieve it; however, Phil claims they've been experimenting on it, and that the One-Eyed Workers are going to kill his egg for Luffy.
You think so? How's (x4) things been going on that part? How's things been- fucking, we just got the Eggs back after they were fucking gone for months! Before that, they were being attacked by Code Monsters, terrified for their lives.
"Things will turn out [fine]," you really think so?
It's pretty difficult, you know, it's pretty difficult, when the Eggs just keep dying, or keep getting lost, or keep, you know, getting trauma all the fucking time. And now this guy (Luffy) fell out of the sky to where I was out of nowhere, tells me that he's been tortured, escaped, [and] needs help.
Listen, whatever you're doing, calm the fuck down man. Just- just a little kid man. Fucking leave him alone! Interrogation? Yeah, give him some sweets, give him some candy; he likes candy, he likes sugar! Negotiate! Don't torture him, it's not fucking okay!?
What I think is that you have to relax a bit, go home, and let us take care of things.
Met with faux assurances, and told to calm his composure, Phil warns Agent 18 to just not harm the creature in any capacity, and Agent 18 answers that his feedback will be taken into consideration. Phil nitpicks at the word choice of "feedback," boldly declaring that it was a deliberate threat against them, the Federation, and once again stands his ground for them to not lay a finger on Luffy. With that, Agent 18 and the blue worker, presumably WA02, Fred, leave Phil alone, and head back to The Federation Headquarters.
Agent 18 joins the group consisting of Elena, a blue worker, likely Fred, a Construction Worker, and himself in following Cucurucho all the way to the entrance of Foolish's Dragon Statue. They all hop on two motorboats, with Agent 18, Elena, and the Construction Worker in one, and Cucurucho and the Investigator Worker (Fred) in the other. The group sets off in the early morning, that dissolves into the late night as the moon rises until an unknown amount of time passes. As they approach their destination, the sky forms from a calm cool blue to a vibrant, harsh red.
In the distance, a yacht by the shore, tall towering spruce trees, steep rocky mountains appear, with a notable amount of fire covering the environment appears into their view. Everyone takes a quick look at the place for a short debrief, with Agent 18 scouting out the area using a telescope, and Cucurucho tells them to follow Federation protocol. They steadily make their way through the blazing place, climbing up till the surface area no longer has flames and magma all around, but the steep hills, now of red sand, continue. Right before they meet the supposed peak of the mountain, the group are suddenly made aware of a meteor impact that is supposedly incoming, and they look around to see the supposed soon-to-be-here disaster. Supposedly seeing nothing, they trek on forward, and their surroundings slowly start to change, with the red sand transition into snow all over. As they turn around, they become aware of the meteors that are striking where the group had just been moments ago, at the place already lit up in ashes.
Returning from their journey to Egg Island, the travelling group heads back to The Federation Headquarters. Once there, everyone splits off for their differing duties, with Agent 18 hanging out with the Construction Worker (WC013). Soon, the two realise that the others, Cucurucho, WS01, and WA02 are having a meeting without them, and so they deicide to eavesdrop on them. However, their moment of discreet is quickly busted, with both Elena and Fred having caught them in the act. They attempt to play it off, acting as if their appearances close to the door were mere coincidences while they were doing some other activity, and Agent 18 leaves to do his own things.
Time passed into night, and as all seemed quiet and calm, out of the blue, Agent 18 hears a loud bang from inside the Headquarters. He runs to the scene, noticing Miss Elena leaving the building in a hurry, but forgets this as he enters her office, only to find another dead body of his colleague.[1]
Agent 18 arrives on the scene on the left side of the Train Station to aid in Foolish, Mike, Leonarda, Pepito, and Richarlyson's battle against the strange Eye Soldier, appearing and immediately attacking the assailant with an axe. The fight starts off with mainly Foolish idly yelling at the Soldier, and after a while of all the group attacking it, the Eye Soldier starts retreating by diving into the water. Everyone follows after it, with Foolish remarking how they've now entered his territory, the water, and while the underwater conflict beings, Agent 18 attempts to lasso the Eye Soldier. In the midst of the fight, Agent 22, a Construction Worker, who is at first mistaken for another Eye Soldier, and Tubbo that comes in wielding a chainsaw, shows up to assist them. However, the odds tips towards the Eye Soldier's favour, with it successfully lassoing Tubbo, and swimming deep down likely to drown him; Tubbo begins to scream of how he's yet again being kidnapped to Purgatory. Once Tubbo is freed from its grasp, the Eye Soldier swiftly evades their attacks, retreating into the yacht, and disappearing without a trace after running around the corner.
All the Federation Workers stay behind, and Agent 18 checks up on Foolish's well-being, to which he responds that he's fine, just that the battle was stressful. During Foolish's answer, his egg lassos Agent 18 on accident from trying to get the Eye Soldier instead. Agent 18 then talks to Mike, who informs him that he knows the identity of a person committing crimes on the Island, their name is Alex.
Turns out, Mike was actually misleading Agent 18 the whole time. Upon reading Mike's remark, Agent 18 promptly turns away, breaks the yacht's glass window, and throws himself out of the vehicle in embarrassment.
Being notified to clock in, Agent 18 arrives for his work shift at the Federation Headquarters. There, Agent 18 remembers how the other night, he discovered the murder of another one of his co-worker has occurred inside the building, and it has now escalated tensions further. Time passes until WS01 and a Construction Worker shows up. Agent 18 begins to chat with the former, inquiring Elena to show her ID badge as per safety protocol. Elena gives it to him, and Agent 18 gives her a brief rundown of what's happened; her response is speculation that there's a traitor amongst their ranks. Agent 18 agrees that it's a possibility, but the identity of the murderer has not yet been discovered.
Cucurucho enters the scene, calling the group into the Conference Room for a meeting, the intended purpose for their calling here. Agent 18 stays behind for a bit, waiting until Worker W0039, Foolish, follows with him into the meeting. At the table, Cucurucho sits at the end, with Agent 18 and Foolish following his right-hand side, and WA02 (Fred) and Elena at his left respectively. Foolish casually talks whatever's on his mind until Cucurucho begins speaking, catching the attention of all the participants in the room.[note 6]
I asked all of you to be here since recently another unacceptable situation occurred.

Agent 18 frames a photograph of the site of the dead worker
There was a dead worker a few days ago in Miss WS01's Office. There was no one around when this happened due to the lack of cameras in the establishment, hence, we can't go freely anymore, nor trust out workers. Are you familiar with this, Officer Foolish?
As expected, I've been watching several residents from afar. I study their behaviour, and check if they're involved in murder cases as seen months ago, before residents were sent to the other Island.
Yes, ma'am. I do, however, believe there is a traitor amongst us.
WA02 and Agent 18 here checked the cameras, and have discovered that an employee has been exchanging confidential information with residents.
Cucurucho questions both Officer Foolish and WS01 on their activities during the day of the murder case. The former's response is simple, working on the Titan, and Cucurucho has no qualms; Elena's answer is doing paperwork, then going home, which Cucurucho finds curious. Agent 18 does too, informing Cucurucho that he was on duty that day, and had heard a loud bang, similar to an alarm, then saw Miss Elena leaving the building in a hurry. At first, Agent 18 didn't remember this detail, as shortly after he found the subject of the present meeting, the worker's dead body. Elena tells them that she hasn't heard anything, and Cucurucho questions if she wasn't aware of the situation since she was at home, to which she agrees.
You do not lie to me. You do not mess with me. Never with the Federation. You now have time to think again, while I figure out what to do with you.
Officer Foolish, Agent 18, arrest WS01 and WB35.[note 4] They were behind the manslaughter of Worker WC13. We cannot, and will not, defend traitors to the Federation here.
Take them to jail, now. Let Miss Elena think.
Hearing the order, Agent 18 immediately acts on it with no further questions, and quickly walks up to a panicking and frantic Elena. Foolish, making it more theatrical with his speaking, does as well, and holds Elena at gun point, as does Agent 18 and Cucurucho.
Foolish fires off warning shots, incidentally causing a hole in the ceiling, and lassos Elena in case she makes a break for it. At Spawn, Agent 18 does the same to WB35, and on their way to the prison, Elena pleads for freedom to Foolish, stating the Federation are all hypocrites, and have done worse before. Foolish denies her wish, but offers her comfort in the form of a lawyer and just trial to deduce whether it really was her or not. Agent 18 holds the two suspected culprits at gunpoint till they arrive at the prison, and they are locked in cells.
Ignoring the crowd of Islanders around the entrance to the prison, Agent 18 heads into the place, but gathers the attention of them all incidentally. He moves on despite their attempts to start up a conversation with him, walking past Bagi, Fit, and Ramón into the storage closet. There, Agent 18 places a book inside one of the many barrels, and hurries past everyone to outside, sparing a few glances to the onlookers that call him disrespectful for ignoring them. They comment on his outfit choice of the pants, with Pac complimenting them whereas Tubbo remarks that it's outdated. Having no reason to be here any longer, Agent 18 warps out.
Agent 18 was not present for the beginning of Cucurucho's conversation, only showing up when Cucurucho mentioned Cellbit, and the guard present there was a different one. However, it is still included in the following summary to avoid confusion within readers; it is also likely that Agent 18 was present, but not on-screen from Elena's perspective.
As his duty as a Federation Security Worker, Agent 18 patrols around the Federation Prison,[note 7] hearing a chainsaw and several gunshots ringing through his ear. This does not perturb him, and after some time, Cucurucho arrives to meet with the traitor, Elena, and a guard accompanies them. They find the cell where the traitor in question is pacing back and forth, likely contemplating on what to do, and slowly looks up to see the two. Over the past days that Elena has been held here, her mental, and physical being has deteriorated, with her clothing torn up, covered in untreated bloody wounds, and trails of blood scattered throughout her cell.
Elena greets Cucurcuho, who responds in a taunting manner of her cowardliness. Elena questions why she was arrested, mentioning the amount of work she'd done in the name of the Federation. Cucurucho replies that her position, or lack thereof, was dissipated as soon as Elena had fired at WC13, who she killed. She highlights Cucurucho's supposed hypocrisy of how they've killed someone in the past, but Cucurucho fires back that Elena didn't report the suspicious behaviour of WC13 immediately, leading to her downfall from her own actions.
Listen, I will do anything in my power to not let anyone step over the Federation. It happened once; it will not happen again.
That's what happened to resident Quackity, a grieving father. He wanted to do anything to get back his "little experiment."
Or should I also mention how Cellbit was betraying his own people to get us information?
Or how all our hybrid residents have clipped wings after their arrival.
Do you understand now, Elena?
Everyone has a purpose, and I can't let my superiors know how the people here don't like that. It's called order, and if I have to torture people to speak up and obey, I will do it.
Elena remains silent for a few moments, pondering, before retaliating.
You aren't better than all of them. This is none of your business.
*Agent 18 walks up, and Cucurucho turns to face him*
Agent 18, we need to get as much information as possible from Elena, and the worker.
What do they know? How do they know that?
If we need a special method to extract this information, do it. We already have the resources to do so, so we can get more.
With Cucurucho telling Agent 18 to obtain the information at any and all costs, he lassos Elena, leading her out of her cell and up the elevator. Agent 18 holds her at gunpoint to follow Cucurucho to the interrogation room, where another guard and WA02, Fred, are waiting. Elena takes a seat on one of the two chairs, with Agent 18, still holding the gun to her head, and Fred follow her in. In the room, there is one way glass on the wall that they cannot see through, where Cucurucho is observing Elena from the next room.
After a bit of waiting, a resident by the name of Bagi arrives, requesting permission to enter the room. As Bagi starts asking Elena questions, such as what happened to her seeing her state, another guard, Agent 040, enters the room for security purposes. Hearing the door open, Bagi asks if all the Federation Workers presence was necessary, pointing out Elena's terrible condition even if she were to fight or run away. They ignore her silent request, with the two guards continuing to point their guns at Elena, and Bagi continues talking to Elena.
The following interrogation is paraphrased, only transcribing the questions asked and responded answers. This section does not cover anyone's thoughts or feelings in the moment as these are available in Bagi's and Elena's character lore pages.
Who's your boss? Because I know it's not Cucurucho.
Bagi briefly stops to once again ask the necessity of the worker's presence, and to drop their guns. Agent 040 responds to her questions, telling her that they are here for her protection, not Elena's. Bagi takes it as absolutely preposterous when taking into account her current state, that Elena couldn't possibly be a threat.
I don't think you are authorized to have this information.
Bagi agrees with Elena, but that she needs to know as One-Eyed Workers are looking for the creature, Luffy, and have killed her egg, Empanada, in their search.[note 8] Elena expresses her condolences, and goes on to explain that she herself doesn't know where Luffy is, but knows that the Federation has a hold of Luffy. Bagi talks to the guards briefly, offering Agent 18 a doughnut in exchange for his gun. He takes the doughnut gladly with pleasure, but does not give up the gun. Bagi and Elena talk more about the One-Eyed Workers, with the former alluding to that there may be a connection between the Islands—Quesadilla Island and Egg Island—that she is missing. She also tells her that she can not offer any more information, instead suggesting Bagi to talk to someone else in a different department of the Federation and that they might know something. Bagi mentions the Watcher putting the residents' through pain and agony during Purgatory, and Elena confirms that they were sent there by the Federation for an unknown reason to her.
What have you been doing in [the field of] genetics? Can you tell me what's going on? What are you testing; what are you experimenting? If we are experiments, we are experiments for what? For what purpose?
I lost a person very dear to me, and I thought I could make the world a better place. The Federation's research fields are huge. I am afraid I can’t give you much information if it hadn’t involved me.
That was my initial plan yes. But there are things that I can find out there, that I would never be able to find out there. I have gotten crucial results on this Island.
What is Cucurucho doing here? Can you tell me what exactly Cucurucho does because Cucurucho keeps telling me that he's trying to make us happy, and he's Census Bureau.
He is here to assure that the protocols and rules on this Island are uphold. They assure that the residents are where thy are supposed to. This is the purpose of the Census Bureau as far as I am aware. I do not not much about them. Security is tight.
I understand you may not be favorable of the Federation- hahaha.
Cucurucho enters the room as Elena asks, requesting for Bagi to leave the room before she can answer the question that Elena keeps repeating. Bagi asks if Cucurucho can leave, but they refuse to do so. Elena gives a book to Bagi, who unlike before, does not read its contents out loud, and says "okay," to Elena. With Bagi's time up, Agent 040 tazzes Elena as Agent 18 lassos her, and brings her out to the hallway. With the harsh sudden treatment of Elena, Bagi yells at them, saying this is the reason people get mad at the Federation. Ignoring her, Agent 18 hits Elena using a knockback stick, heading back to her cell, C-6, and she goes back inside.
Are you ready? We will need to visit your friend. I don’t think what we've done so far to him is enough.
They bring Elena out of her cell, taking her back to the elevator, where they meet with another guard watching the prisoner, WB35,[note 4] in Cell B-4. Looking inside, WB35 is covered bruises and blood, being held with chains that hold him against the wall. Elena enters the cell, and WB35 barely reacts to her approaching.
Thank you for your loyalty to the Federation. Your information was more than enough, and we appreciate your efforts.
Maybe we will consider saving you if you terminate the traitor.
Elena, quickly realising what Cucurucho is asking of her, backs away in fear. Searching for any alternative option there was, there was none as Cucurucho laughs at Elena's misery and three guards stationed outside all equipped with guns.
I am the one that gives the orders. So pick your struggle. Them, or you. Do it quickly.
Cucurucho gives her a gun that Elena points out is unloaded, hoping to stall time, but to no avail as Cucurucho hands her the magazines. She looks back at Cucurucho, then at WB35, and hesitantly starts to walks towards him.
Agent 18 is minding his own business, dancing to pass the time on this quiet day in the Federation Headquarters. At a spur of the moment, he decides to splash a speed potion, running laps around the fountain to cure his boredom, and passes out from sprinting too much. Getting up, as he passes the various offices in the building, suddenly, one of the door opens with no one in sight. Agent 18 immediately starts firing, successfully landing some bullets on the invisible intruder, but fails to locate them as they make not a single noise. In an effort to protect himself, Agent 18 creates a protective circle around himself with candles, and hides himself in a corner. Once Agent 18 sits in fear, he hears blocks being picked up, likely from the intruder, and patches the hole above one of the office's before heading into another one. With nothing happening, Agent 18 decides to leave the room to set up a gaming PC on the railings, and puts on a #1 novelty hat while on the device. After a bit, Agent 18 enters Foolish's Office to drop off a clipboard quickly, leaving right after.

Outside, Agent 18 walks around for a while, noticing a floating chorus fruit next to WS01's Office, and chases them off with his presence. Finding nothing more, Agent 18 decides to mess around a bit, entering Cucurucho's Office and pretending to be like his boss by sitting in their seat, and blowing bubbles. Moving on with his day, Agent 18 wanders around, hears a click, then a snap from a photo being taken; he shoots wildly to find the culprit, but upon failing to do so, crouches and puts his head against the wall. With nothing to do, Agent 18 puts up a sign above the detective's, Cellbit, Office, labelling it as "ratio office," instead. Still paranoid from the ghost from earlier, Agent 18 pays a visit to the lab, a place free from ghosts he believes.
Agent 18 returns from the lab to Headquarters, and realises that it's his birthday today. He sets up a small table with some seats, that remain empty, balloons surrounding it, and a cake to top it off. Contrary to most parties, Agent 18 sits silently in his seat, staring at the table, for there's no one present to celebrate for him. Wanting to feel like it's an actual party, Agent 18 places a faux present down to replicate the experience, but to his surprise, when he goes to destroy it, a pink tulip pops out! Even if Agent 18 is not sure of its origins, he's overjoyed to have gotten something from an unknown entity somewhere, and cleans the small party area, jumping away in joy.
Springing away, Agent 18 happens across the crossed out poster for Foolish's funeral, and a wash of sadness overcomes him. Sitting there, Agent 18 hears another photo yet again being taken, and thanks the ghost, likely for the flower, despite not knowing who they are. Agent 18 picks himself up, and uses a speed potion, this time to run laps all around the whole Headquarters.
Agent 18 was working his shift at the Prison when he was approached by Fit, because he wanted to put his son, Ramón, to bed. When the little egg went to sleep, Agent decided to chat with Fit. He's friends with Ramon, who told him Fit is a respectable father, very strong and can keep a relationship, so he wants his advice:[2]
Yeah, you know... Sometimes even if you put down the signals, they're hard to pick up for some people. Maybe I can help you out, who do you have in mind? Is there anyone on the Island or another Federation employee?
maybe he does pick up signs. i know he is supposedly in a relationship, but then I see him flirt with other people, so I'm not sure what's his situation.
You have to understand, on this island a lot of us flirt with each other, but it's not uh... romantic, if that makes sense. You know, it's like, sometimes friends just do it for fun. I have not seen Vegetta in a very long time. I think... I think Foolish might be available.
Oh shit, what does Leo like... You know, I don't know. But I mean, you are a police officer after all, you could probably do some investigating. But yeah, Foolish is an interesting one. He comes off as very silly, but deep down, I think he's serious.
I wouldn't want to investigate too much into his life. I don't want to come across as overbearing. I care for him, so I want him to be happy however he lives like.
Fit proposes an idea. He and Ramón will talk to Foolish and Leo to learn what they like, and then inform Agent 18 about it. Agent accepted it and asked Fit is he needs anything, but he only wanted something that would help him care and protect his son, and his Brazilian boyfriend. Agent 18 decided to bring Fit to a surveillance room and gave him a keycard allowing Fit and his loved ones to access more places. Fit once again promises to keep his side of the deal. As they walk to the next area inmates should be, they find BadBoyHalo stuck in a hole in the wall, which makes Agent 18 think he was trying to escape, so he shoots him.
At the end of the day, Agent 18 visited Fit in his cell and gave him so kelp. They exchanged nods in agreement and to solidify their deal and partnership.
