Joey (called Joe for short[1]) is a security guard in Ninjago City. He formerly used to work at the Ninjago Museum of History with another guard until the museum was attacked by Aspheera. Later, he and his colleague started to work in the Ninjago City Bank until it was robbed by the Mechanic.
Eventually, he and the other guard would start working at Borg Tower for the next year. After the ninja became criminals, he and the other guard were assigned to work at the police impound lot to guard their vehicles.

Joey and the old guard were watching the news in the Museum of History, he and the other guard were talking about Aspheera right before she entered the museum looking for the Scroll of Forbidden Spinjitzu, a scared Joey told Aspheera in which exhibit she could find it.
Prior to Upgrade
Joey and the old guard changed their job's location and were assigned to guard the Ninjago City Bank at night.
Upgrade
Joey and the old guard were surveilling the Ninjago City Bank at night shortly before the Mechanic arrived and used his truck's tentacles to attack Joey and his colleague and to steal all the money.
Prior to Level Thirteen
Joey and the old guard changed their job's location again and started to work in Borg Tower.
Level Thirteen
Joey and the old guard were working in Borg Tower, unfortunately a bunch of escaped Kryptarium prison inmates including the Mechanic and Ultra Violet stormed into the tower and chained Joey and the other guard up.
A Mayor Problem
In Borg Tower, Joey was playing a video game on his phone while the other guard was sleeping on his chair, Joey was too distracted to notice Jay and Cole, who were sneaking in to try to steal Aspheera's staff.
Public Enemies 1, 2, 3, 4 and 5!
Joey and the old guard were driving an armored vehicle filled with many dangerous artifacts, he and the other guard witnessed another armored vehicle in front of that was being lifted by Zane's jet.
Prior to Return to Primeval's Eye
After the ninja became criminals and were arrested for freeing Aspheera, their vehicles were impounded by the police and place at an impound lot. Joey and the old guard were assigned to guard them.
Return to Primeval's Eye
Joey and the old guard were guarding the impound lot. Joey heard a sound but the old guard compared their new job to their old one at Borg Tower and told him that their new job is easier, Joey responded with a nervous laugh. A few minutes later, Joey and the old guard caught Zane trying to get inside of his jet, Joey tried to get backup but was unarmed by Master Wu, who apologized to the two guards while locking them up in their station.
