The Oran Berry is a Berry introduced in Generation III. It is the successor of the normal Berry from Generation II.
Details
In-Battle Effect
If the holder's HP reaches ½, the Oran Berry is consumed, and the Pokémon's health is increased by 10. It can also be used as a Bag item, which does the same effect to the selected Pokémon.
If flung, the target's health is increased by 10.

Pokémon Mystery Dungeon

The Oran Berry also appears as an item in the Pokémon Mystery Dungeon series.
In Pokémon Mystery Dungeon: Red Rescue Team and Pokémon Mystery Dungeon: Blue Rescue Team, Explorers of Time and Explorers of Darkness, Explorers of Sky and Pokémon Mystery Dungeon: Gates to Infinity, an Oran Berry can be used to restore the consumer's HP by 100 and fills its belly by 2.
Since Pokémon Super Mystery Dungeon, it fills the consumer's belly by 2 instead. It also raises their HP by 10 for the rest of the adventure only.
In Explorers of Sky, there is a lookalike item of the Oran Berry called the Oren Berry that damages the user instead.

Origin
The Oran Berry is based on an orange, which it is also gets its name from. Its blue color is likely meant to be the inverse of the fruit it is based on. Its close family relationship with the Sitrus Berry comes from that citron (which the Sitrus Berry is based on) and orange have the same genus.
