Lacy (レーシイ, Rēshī; "Lacy") was the captain of the ship "Jalloud", and the leader of a group of seafaring weapon smugglers.
Appearance
Lacy is an older skinny man with blonde hair, a notably receding hairline, a stubbled chin and many wrinkles lining his face. His most distinctive feature is the slit he has underneath his chin, from which he can protrude his tongue through. For an unexplained reason, Lacy is naked save for the oversized captain's admiral jacket that he drapes over his body.
Personality
Lacy admits that he was a crazy individual,[2] which could easily be seen by his manner of dress and his fascination with giving people a Colombian necktie.
