In B1 Room 1 (3rd screen) of the Underground Ruins. You can find his inscription behind the wooden doors. They will be unlocked after you push the fire and ice switches. You can do this before defeating the boss, but only if Butruga is in your party. Otherwise, come back anytime with either Butruga or Zaveed in your party.
