Neva (ネバ Neba) is an elderly Namekian inhabiting the Demon Realm's Namek, as well as the creator and guardian of the Demon Realm Dragon Balls. He is the last one of his kind who remains there due to the role he fulfills and is regarded by others as the legendary Namekian (伝説ナメック人 Densetsu no Namekku-jin).
Concept and creation
Neva's name appears to come from the Japanese term "neba neba", which is used to describe foods that are "sticky" or "slimy". This ties into Namekians' slug-themed name puns, as slugs are known for having a slimy texture.
Appearance
Neva shares his appearance with most other elder Namekians such as Monaito and carries a staff.
Personality
Neva is, as described by Gomah, a bit senile, but knowledgeable about the Dragon Balls. He is forgetful about various things, such as when he forgot his toothbrush on the ride to the outer world, as well as the last time he showered, which he recalls was when he tripped in mud years ago. Due to his age and forgetfulness, Neva needs to be constantly reminded of orders or instructions given to him as shown when Gomah and Degesu have to constantly reaffirm the nature of their travel and the overall plan of using the Earth's Dragon Balls.
Despite this, Neva does get serious when demonstrating his various abilities and performs them with excellent proficiency. He also becomes very fearful when he and the Dragon Team end up crash-landing on Mega.
Though Neva's power and the might of his Tamagamis would have allowed him to take over the Demon Realm, Neva refused to do this, believing that Namekians should not use their power for conflict, though he can make an exception if the Demon Realm is in danger.
He also gets particularly excited at the opportunity to meet other Namekians as according to him, he hasn't seen a fellow Namekian for over a thousand years. He has no issue working with Gomah and Degesu to act in the Demon King's interest for the exchange of living another 1,000 years. Nor does he object to Dende being struck or kidnapped, despite being quite happy to hear there were other Namekians beyond him.
When interacting with the Dragon Team, Neva's true intentions and motives are given context. Piccolo is able to deduce that Neva was putting on an act with them, heavily implying his previous senile attitude with Gomah and Degusu was merely a front in order to fool them. His greatest desire is to see the Namekians return to the Demon Realm. He predicted that the Dragon Team would come to the Demon Realm when Gomah made the wish to turn them into children, and also took into account that Gomah wouldn't kill Dende and instead kidnap him due to having created Dragon Balls and Namekians being valuable.
Biography
Background
Neva created the Dragon Balls of the Demon Realm, in addition to three terrifying beings known as Tamagamis who protects them from evil people. Because of their strength, no one in the Demon Realm would be able to have a wish granted for a long time.[1][2] At some point, Neva put the barriers around the Second Demon World's tunnels to prevent anyone from entering due to people from the First and Third Demon Worlds causing chaos in the Second.[3] He is regarded as a legendary Namekian who stayed behind in the Demon Realm to protect the Dragon Balls there while the rest left for a new world due to not liking being ruled over.[4]
Dragon Ball Daima
Daima Saga

Neva is chosen by Gomah and Degesu to go to the outer world in order to use the Earth's Dragon Balls due to them being easier to obtain than the Demon Realm's set. Neva approaches the travel pod in a rather slow place, making Gomah frustrated and pleading him to walk faster. Neva then compliments Tamagami Number One for its continuous duties to which he receives a bow from the being. As Neva boards the pod, Gomah gets initially squished before complaining about Neva's body odor - to which the elder Namekian responds that the last time he took a bath was a long time ago when he fell into mud. This causes Gomah to quickly switch places with Degesu for the remainder of the trip. As the ship takes off, Neva requests to turn around as he accidentally forgot his toothbrush, but Gomah reassured him that they will be back in an instant as they have "some business" with a "younger Namekian", to which Neva gets excited with the opportunity to reconnect with someone from his race in thousands of years.

After reaching Earth, Neva joyfully meets Dende but is quickly put to work from Gomah who first instructs him to gather the Dragon Balls at the Lookout after anticipating that Dende wouldn't be capable of such a feat. Neva scans the Earth and concludes that they seem to be inactive as they were recently used. In response, Neva raises his left arm in the air and scatters his ki across the planet and gathers the orbs to the designated spot. He then proceeds to restores the balls wish-granting powers before the necessary cooldown year has passed, something Degesu points out and leaves Dende utterly shocked. He then watches with a smirk as Degesu summons Shenron and Gomah asking his first wish.[1] However, when Shenron reveals that first timers only get one wish instead of three, annoyed Gomah asks Neva to gather the Demon Realm Dragon Balls, only to be reminded that he has to defeat Tamagami first. Gomah then asks about the ritual, but Neva states he can't perform it twice in a row. They then decide to return to Demon Realm with a mini Dende as a hostage and to prevent the Dragon Team from using their Dragon Balls.[4]

When Goku's group prepare to leave Namek,[5] Neva appears before them acting senile when he sees a Dragon Ball in their possession. However, Piccolo, who reminds Neva of Katas, sees through his act and questions Neva's actions on Earth. Neva states he was following Gomah's orders and knew that Dende would be taken but not killed due to being too valuable. He then questions Goku's group reason for gathering the Dragon Balls and learn it's to undo Gomah's wish. Neva decides to join them since none of them can speak the Namekian language to use the wish orbs, including Piccolo who has since forgotten it due to being on Earth too long.
After boarding the plane, the group finds out that Neva stayed behind to keep the planet safe for when his race ever returned. Additionally, he explains that the Dragon Balls were originally created as a reward for his fellow Namekians efforts but over time bad people began using them for more foolish purposes and so he created the Tamagami so that they could not be obtained so easily. Upon reaching Tamagami Number Two, Vegeta decides to challenge him.[2] When he proves to have an advantage after transforming into a Super Saiyan 2, Neva provides his creation with some additional power. Still, Vegeta prevails after transforming into a Super Saiyan 3.[6]

Following a temporary delay where the group unintentionally land on Mega,[7] the party end up at the Demon Realm Tunnel as their only means of travelling to the First Demon World. Due to the Sir Warp having been deactivated, Neva has no choice but to use his abilities to remove the barrier between worlds. Afterwards he explains that he was the one to create the barrier because the Second Demon World used to be in chaos due to ruffians coming from the Third Demon World or arrogant fools coming from the First Demon World, this being one of the reasons why the Namekians left for the outside world.

Neva joins the others when heading to the First Demon World,[3] and after making their way through the Gendarmerie,[8] arrive at the location of Tamagami Number One.[9] Shortly after, Gomah appears, now in possession of the Evil Third Eye and wanting to test his newfound might. Neva nudges the Tamagami into joining the battle[10] and later when Goku appears down and out, Neva draws out Goku's power which allows him to transform into a Super Saiyan 4.[11] Following many more struggles,[12] Gomah is eventually defeated and sealed away along with Degesu for 99 years.

After Majin Kuu is anointed the new Supreme Demon King, he selects Neva to be one of his ministers along with a few others. After returning to the Third Demon World and before Goku and his friends return to Earth, Neva takes some time to speak with Dende and Piccolo. He asks them if they would like to stay behind in the Demon Realm but decline due to their duties back on Earth though Dende says that he will ask the Namekians of New Namek if they would like to re-home to which Neva finds to be a wonderful idea.[13]
Power
Neva's main strength lies in his tremendous affinity for magic. He created the Demon Realm's Dragon Balls and is capable of manipulating any Dragon Balls to a level far beyond what's been shown of other Namekians, demonstrated when he gathered the Earth's Dragon Balls despite being turned to stone and returning them to their original state even when the necessary time window had not passed. Whenever he activates his abilities his eyes turn red.
Perhaps his greatest feat of magic power is creating the Tamagamis, warriors of tremendous might that defend the Demon Realm's Dragon Balls and are strong enough that no one has ever gathered the Dragon Balls to make a wish. This achievement caused Panzy to realize that he could have usurped the throne of Supreme Demon King if he had ever so wished. He was able to further empower Tamagamis at will, as he pushed Tamagami Number Two's power to the point he was easily overwhelming Super Saiyan 2 Vegeta, when they had been even beforehand. His magic power also allowed him to generate shields that prevented anyone from traveling between the Demon Worlds, and he could remove the shields as well. According to Piccolo, no Namekian could replicate such a feat, remarking that Neva lived up to his legendary status. Another remarkable feat was when he used his magic to draw out Goku's power, allowing him to transform into a Super Saiyan 4.
Technique and Special Abilities
- Flight - The user manipulates their ki or magic so that they can levitate or fly.
- Magic Materialization – The Dragon Clan's ability to create objects from nothing. Neva used this to create the Demon Realm's Dragon Balls and Tamagamis.
- Dragon Ball Manipulation - Neva is capable of sensing the location of Dragon Balls, as well as summoning them and restoring their wish-granting power before the necessary cooldown year has passed. According to himself, he cannot perform this action consecutively.
- Drawing out Dormant Power - With his magic, Neva can awaken dormant power within an individual, granting them a huge power-up. With the Tamagami, he does this by virtue of their embedded Dragon Ball. He utilized this ability on Goku allowing him to regain access to Super Saiyan 4 while stuck in his Mini state.
- Longevity - As a Namekian with special capacities, he is able to live well past the average lifespan for his kind, being over millions of years old. Though it is implied that his lifespan has been artificially extended by Gomah or others.
- Energy Shield - Neva's mastery in magic allowed him to create magic shields that prevented anyone from traveling between the three Demon Worlds. Anyone who tries to pass through the shields would be electrocuted and killed instantly. He can also cast a magic incantation that takes down the shields as well.

- Neva's Staff - A staff that Neva uses as a cane.
- Demon Realm Dragon Ball - Wish orbs that come in a set of 3 and can summon Porunga who can grant any wish that doesn't exceed its creator's power.
- Tamagami - Guardians of the Demon Realm Dragon Balls.
