Jude is a man who works for the Authorities. It is unknown what his official position is, but he definitely acts as a cleaner.
Appearance
Jude has blue hair and eyes. He sports short bangs. He dresses in a work suit, like many members of the Authorities.
Personality

Jude detests low-tiers, viewing them as filth. He especially loathes the ones who refuse to learn their place. If forced to deal with such individuals in his line of work, he will ensure that they suffer in their last moments.
Jude can certainly play the part of a level-headed officer, but it takes effort for him to maintain the act long enough for him to ensure no witnesses are about.
Plot

Jude and his partner were dispatched to New Bostin to punish William H. Doe for his blatant disregard towards the ban on his book, Unordinary. The author had re-released it online, trying to hide his involvement by releasing it anonymously under a different title. They arrived at his home, and Jude formally introduced himself before they barged in. He was annoyed by William's protests of their intrusion. Shutting the door behind him, he charged William with deliberately attempting to cause a second uprising of vigilantes with "Untitled". Doe tried to play dumb, but Jude told him there was no point in hiding his crime. He reminded him that they had left him be after the first story was published, despite the fact that they still suffered from the headaches it caused them. But their leniency appeared to have taught him nothing. William responded by telling him that Unordinary wouldn't have made an impact if the government bothered to do their jobs properly.

Such disrespect from a cripple was the last straw for Jude, who slammed William into a wall. But even with blood trailing down his face, the troublemaker took pride in the trouble he caused. So Jude got personal. He revealed his knowledge that William was motivated by the disappearance of Jane, and of his efforts to find her. He informed the shocked author that his ally Simon was found guilty of breaking into a government facility, which was a capital offense. When it was clear that William understood the situation, Jude spelled out that when weaklings get pardoned by their superiors, they keep their heads down out of gratitude. Those who fail to appreciate the gesture forfeit their miserable lives. Jude activated his ability, and used it to put a gaping wound in William's torso.
The corpse of the author fell to the ground. Jude remained irate that he was the one who was assigned to get his hands dirty with the blood of someone so worthless. His partner offered him a handkerchief to clean his hand, and he tasked her with cleaning up the scene. The sooner they left, the better.[1][2]
