Sonic the Hedgehog

One evening, Carl, along with the other residents of Green Hills, arrived to stand up for Tom and Sonic when Dr. Robotnik had them at his mercy with his Eggpod. Carl in particular had a chainsaw ready and announced that Sonic was proof that he had not made him up, but Wade Whipple cautiously told him to put away his chainsaw. After Sonic and Tom had then banished Robotnik to the Mushroom Planet, Wade told Carl to relinquish his chainsaw.
Comics
Sonic the Hedgehog 2: The Official Movie Pre-Quill
While out, Crazy Carl caught Sonic talking to himself about giving himself a cool superhero name. While Carl insisted that "Blue Devil" was still the best name for him, Sonic dismissed it while noting that his suggestion sounded better than "Crazy Carl". However, Carl retorted that he was not as crazy as he looked.[1]
Personality
Considered Green Hills' town looney, Crazy Carl is quite eccentric, which has alienated him from the rest of the town. However, he is not a malicious person by default, having come to the aid of the town sheriff and his rival in despite of having been laughed at by the former. He is also extremely observant. In addition, he has proven himself quite determined when it comes to achieving his goals, namely in regard to his obsession with catching Sonic and proving that he had not made him up in spite of numerous failures. He is as well laid back enough to interact with the townspeople without feeling threatened by them.
Powers and abilities
Crazy Carl possesses some skill at setting traps, such as bear traps and snares.
Weapons
Crazy Carl possesses a chainsaw. His proficiency with it is unknown.
Relationships
Sonic the Hedgehog
For a long time, Crazy Carl was determined to capture Sonic the Hedgehog, whom he labeled as the "Blue Devil", and prove he had not made him up to the townspeople. However, in spite of his determined and obsessive attempts to capture him, Crazy Carl sees Sonic as more of a rival than an enemy. In fact, he may have some fondness for Sonic; when Sonic was threatened by Dr. Robotnik, Carl did not hesitate to come to his aid while armed with a chainsaw.
Since Sonic's public reveal, Crazy Carl seems to have put his animosity towards Sonic behind him. He still thinks that "Blue Devil" is still the best name for him because of his mischievous tendencies.[1]

Trivia
- At one point, Carl holds up a drawing of Sonic, and the drawing itself is a reference to the Sanic meme.
- Carl's name for Sonic, the "Blue Devil", shares the name with the vehicle driven by Metal Sonic in Sonic Drift 2.
- In a deleted scene, Crazy Carl has a camper with the license plate number "1NOM155". This license plate number is a reference to another Sega franchise, Crazy Taxi, and it is the license plate number of the taxicab that belongs to Axel, one of the drivers.
- According to Pat Casey, Crazy Carl was originally going to return in Sonic the Hedgehog 2, as he was going to appear when Sonic runs around Green Hills to show that Crazy Carl has a friendly relationship with Sonic, but he was cut since the writers couldn't make room for him.[2]
- Interestingly enough, the character did not originate in the Sonic film universe. The actor, Frank C. Turner, previously portrayed a version of his Crazy Carl character in a 2007 Jamie Kennedy film called "Kickin' It Old Skool." In this film, the character finds his origin in that of a homeless man struggling with mental issues who believes himself to be one of the world's greatest breakdancers, going by various names such as "Big Jennifer Garner" and "Half an Onion Bagel," but goes primarily by Crazy Carl, or "Carl-Carl-Carl," as he puts it in some instances. That's Carl with a "C," not a "K."
- The actor who portrays Carl was also well-known for portraying Beverly's father in the original 1990 film version of "Stephen King's IT."
