Flame Burst is a Fire-type move introduced in Generation V.
Effect
While the Pokémon targeted is hit with the full force of the attack, the secondary effect of the Flame Burst causes all other Pokémon on the battlefield to be hurt by the backlash. The secondary effect ignores type effectiveness, so it damages all Pokémon the same, specifically the equivalent of 1/16 their max HP.
