Emperor Levo Vespasian-Orus was a former Elemental Master of Shockwave and the emperor of the Kingdom of Imperium.
History
Background
Levo ascended to the position of Emperor in the Kingdom of Imperium. Upon the birth of his twin daughters, Zeatrix and Beatrix, Levo's Elemental Power of Shockwave was inherited by Zeatrix. Consequently, Levo shifted his attention to Zeatrix and lavished her with compliments. Levo held the belief that Zeatrix possessed the potential to become an exceptional Empress in the coming years, causing Beatrix to feel excluded.
Absolute Power (flashback)
Levo and his daughters were visited by an outlander named Ras, who asked them to use Imperium's advanced technology to capture the Source Dragon of Energy. This capture would not only assist Imperium in gaining unlimited power but also enable them to conquer the other realms as an added advantage. However, Levo firmly declined, asserting that Source Dragons were mere myths. He emphasized that Imperians were a harmonious society, living in the most technologically advanced civilization ever known. Levo confidently stated that the kingdom possessed an abundance of dragon energy and required no assistance from outsiders. He then has Zeatrix throw out the opposing Ras with her Elemental Powers.
However, Beatrix became interested before she and Ras conspire to overthrow her father. In order to make it appear accidental, they tampered with Levo's hover chariot, sending him crashing down and dying on impact. By expelling Levo and Zeatrix, Beatrix successfully established herself as the ruler of the kingdom, taking over the throne.

Upon discovering Beatrix's deceit, the Imperium Teen Resistance Force uncovered that Beatrix and Ras were responsible for Levo's death, rather than it being an accident. When the ninja were informed of this, Sora admitted to being unaware of Levo's demise. Following Sora's revelation to the Kingdom of Imperium, an Imperian citizen remarked that while Levo was a leader, Beatrix was merely a deceiver.
The Blood Moon
Jordana alluded to Levo when she brought up to Ras that the Imperians had been consistently taught that the Wyldness was simply the Lava Wastes, a concept that had been instilled in them by Levo.[2]
They Gather for the Feast
When Zeatrix faced Ras, she revealed that she knew he and Beatrix were responsible for Levo's death, wishing for Ras to suffer a similar end.
Personality
Despite having been a peaceful ruler, Levo maintained the Kingdom of Imperium as an isolated society long before Beatrix did.[3] He harbored disdain towards other realms and their inhabitants, labeling them as outlanders who were useless in aiding the kingdom.[4][2] This self-absorbed mentality was adopted by the Imperians due to the teachings and beliefs instilled by Levo,[5] perpetuating the notion that Imperium reigned supreme in all of the realms.[2] His excessive pride in the power and prosperity of his own kingdom, as well as the inherited power of his eldest daughter Zeatrix, led him to overlook the potential of his other daughter, Beatrix.

- It can be stated that Levo is not much better than his daughters because the main reason he turned Ras away was because he was too proud of his nation's prosperity, and he paid the price for that.
- It can be inferred that Levo once had a wife, as according to Chris "Doc" Wyatt, Zeatrix and Beatrix had a mother who died before the events of Ras' visit.[1]
- Levo shares similarities with Trimaar, as both of them were rulers of their respective kingdoms, had 2 children, were killed at the hands of one of them, so they could take their place, and both of them are voiced by Ron Halder.
- He is the first known Elemental Master to be a descendant of a royal bloodline, the second and third ones being Zeatrix and Zur respectively.
- Chris "Doc" Wyatt confirmed that Levo shares the same last name as Beatrix,[6] meaning that the two hyphenated names either come from both his parents or from an earlier ancestor.
