Kogan is the leader of the Crater Raiders outpost at the Crater watchstation in Appalachia.
Background
Kogan is in charge of the raiders at the Crater watchstation and can be found inside of its worksite. He is a typical "tough guy," and does not appreciate anyone talking back to or questioning him. He is especially dismissive of Vault 76 vault dwellers, and will express surprise that Meg is even working with "chumps" like vault dwellers.

Quests
Cheating Death: If the player character is unable to get Caleb Fisher to disclose Lucky Lou's true location on the first try, Caleb will misdirect the player character to the Crater watchstation. One will need to talk to Kogan (who will tell the player character they were "played like a chump") to investigate Lou's disappearance and progress the quest.
