Rocco was previously exiled from Foundation, but not without stealing a large quantity of the Settlers' guns, ammunition, and supplies. He paid Lev to betray Meg Groberg and sabotage the Raiders'Vault 79 heist plans, so that he could sneak into the Vault and get its treasure himself. In that way, he hoped to get back in the Settlers' good graces by personally offering them the gold.[1]
From Russia With Lev: Rocco may optionally be tracked down for information on why he paid Lev to sabotage the Raiders. He can then be killed for the Raiders or be asked to leave Appalachia. Either choice results in Raider reputation.
