Lord Superman is an alternate version of Superman from Earth 50. After President Luthor executed the Flash Wally West, Superman broke into the White House and murdered Luthor in retaliation. So he and the rest of the Justice Lords then took over the country and formed a totalitarian regime. They eventually decided to traverse the Multiverse and came into conflict with the Justice League from another universe.
The Lord Superman identity of Kal-El was created by Stan Berkowitz in the Justice League episode "A Better World, Part I" (2003).
