Clarence Bailey, also known as Chief, is the leader of the Cops and one of the tritagonists (alongside 80-HD and Sarah Hatoff) of the Dog Man series. He's married to Nurse Lady in the books and has a crush on Sarah Hatoff in the movie.

Big Jim Begins (Young):
He's the founder and boss of the Jr. Detective Club. His favorite saying is: "Oh, boy, this is gonna be GREAT!!!"
Appearance
Chief wears a police uniform, consisting of a blue shirt with a yellow badge on his chest and a hat that says "Chief" in black writing, being the Chief of the Police Force. He wears dark blue jeans and dark gray shoes, though sometimes his shoes appear brown. He has dark skin, and he has a black zig-zag mustache and a round nose.
In the movie, the "Chief" on his hat turns yellow. He also has a collar on his shirt, yellow badges and rings on his sleeves, and yellow lines on the sides of his pants.
Personality
As the Chief of Police, he can be bossy at times. He usually gets angry when something doesn't go his way. However, he still cares about his team, especially Dog Man.
He can sometimes be forgetful, as mentioned in Chapter 1 and seen in Chapter 3 of Dog Man Unleashed, although he denies it.
History
The Adventures of Dog Man
Chief first appeared at the end of The Adventures of Dog Man, when he shook hands with Dog Man after he caught Petey. Then Dog Man whined, so Chief gave everybody non-alcoholic wine (this might be a reference to alcohol prevention). A cop who looked like Chief but did not have a chief hat also appeared earlier in that same comic book, asking Dog Man where the crook was.
Dog Man: The Wrath of Petey
Chief appeared in the Dog Man: The Wrath of Petey in two brief moments; one time in the beginning and another time in the end. In the beginning, he was telling Dog Man to stop doing his bad habits. And, at the end, Chief shouted at Dog Man while he was rolling in dead fish.
Dog Man in the Tongue of Justice
He appears at the beginning telling Dog Man to straighten up or given a punishment He also appears later on, sniffing the air freshener, becoming a mindless zombie. He also appears at the end, during the Flip-O-Rama.
Mothering Heights
Dog Man: Mothering Heights
Chief rushed to the hospital after knewing the news that Dog Man is in an incident. Before he and Dog Man went home, Chief fell in love with Nurse Lady, thus starting their romantic relationship. Later that night, Chief returns back to the hospital, joining Nurse Lady to halt the Sippy Cups. One of the sippy cups got swatted by the two as they fell down, but Dog Man catches the umbrella to them and kissed while floating through the ground.
Dog Man: Twenty Thousand Fleas Under the Sea
Chief goes on a date with Nurse Lady. He thinks it was a bad date, but she thinks it's the opposite. Their date becomes a success. At the end of the book, they reunite with Dog Man and his friends and helped rebuilding Petey's Secret Lab.
Dog Man: The Scarlet Shedder
He gets married to Nurse Lady and goes on a honeymoon with her, while Maude and the Judge threaten to arrest him alongside Dog Man. The newlyweds return from their honeymoon at the end of the book and asked what happened after the Supa Buddies' fight with Dr. Scum and his giant Dog Man A.I. robot.
Dog Man: Big Jim Begins
He joins the hero party and falls asleep when he eats the cake. In Big Jim's Flashback, he tries to help Little Jim find the Ring of Destiny and Stuff along with Greg the Puppy.
Location
He lives in a purple house (later red in Mothering Heights) with one window, a blue door, and the words "Chief's House" written on the front of the roof. There is one tree next to his house. In Dog Man, his house had a small board nailed on Chief's House that turns the words into "Ex-Chief's house" when his job was taken over by Dr. Scum, Evil Mayor, and her Robo-Chief.

Trivia
- He is the first person to appear in the series if you don't count the behind the scenes from page 3-8.
- Chief says, "Oh boy, this is gonna be great!" in every book. This is his catchphrase.
- His real name is actually Chief, as revealed in Dog Man and Cat Kid.
- However, this was retconned in the Meet the Cast for Big Jim Begins, in which his real name was revealed as "Clarence Bailey".
- His birthday remains unknown ever since Dog Man: Unleashed was released.
- In Dog Man: The Musical, he is played by Forest Vandyke (Original), and Donovan Woods and Christopher Cherry (North American Tour).
- In Mothering Heights, he has duck slippers that quack when he walks.
- He got a new couch in Dog Man that was destroyed later in the book when Dog Man fell through the roof after Philly exploded.
- If Dog Man pounces on him, Chief will yell at him to stop but Dog Man will keep doing it until Chief says, "BAD DOGGY!"
- When Future George Beard and Harold Hutchins make the Dog Man Novels, he says "_____? I thought he was dead!" He says that about Petey, Mecha-Petey, and Flippy. He only says it in the twelfth book in the Captain Underpants series. It could be possibly an early catchphrase.
- Chief is the only police officer to not wear a badge on his hat. In some of the earlier comics, he has the badge.
- In Cat Kid Comic Club series, he, along with Dog Man, appears in the comics Frogzilla (Collaborations) and Frogzilla vs. Mechafrogzilla (Influencers).
- He appears in every single book in the Dog Man series and a few in the Cat Kid Comic Club series.
