Bulvania was a small European democracy, which in the early 1950s was attacked by "General X," who turned out to be an artificial identity, operated from behind the scenes by the Soviet High Command.

In the 1950s, the small European democracy of Bulvania came under attack by a Red Commander calling himself "General X," who had already overrun three neighboring democracies. General X concealed his identity from not only all enemies but even his own officers. This enemy deployed advanced weapons, of his own invention, but was tricked into acting on some false information fed to him by the famous Blackhawk, which resulted in the aggressor's defeat. "General X" himself, however, turned out not to exist, except as an elaborate, radio-controlled hoax, operated from the Kremlin by the entire Red Command.
