Mikey is a character From Cool Cat Saves the Kids.
In the scene before him, Cool Cat and Maria hear about a thief stealing candy from children (who, unsurprisingly, is none other than Butch) he walks up to Cool Cat and Maria, who are minding their own business, and shows off his bouncy ball. Cool Cat asks him what it is made of, to which he replies: "I don't know, I guess some kind of rubber".
Mikey then tries to show off how bouncy it is by bouncing it off his foot, failing spectacularly in this endeavor, resulting in it ricocheting off his foot into the road. Mikey attempts to chase after the ball, unaware that there is a car driving down the street (let's be honest; we wouldn't lose much of value if he got ran over). Cool Cat, instead of warning Mikey that there's a car headed towards him at high speeds, asks Maria if she thinks Mikey will see the car. A few seconds later, Cool Cat finally yells out to Mikey that there's a car. Mikey jumps out of the way, just barely escaping the sweet embrace of death.
He thanks Cool Cat, and gets told by Cool Cat to look both ways before crossing the street (which is ironic considering that in the original cut of the movie, Cool Cat doesn't look both ways before crossing the street and even in the following cut of the movie released in response to multiple YouTube reviews of the movie, he only looks one way). Mikey then informs Cool Cat that there should be a movie made about him; a not-so-subtle way of reminding the viewer that they are, in fact, watching Cool Cat Saves the Kids and not having a fever dream like you'd rightfully assume by this point in the movie.
