Elliot is an African-American man with short curly hair and blue-tinted glasses. He regularly wears the average Plumber Suit.

Elliot is generally competent at his job, although Vera was able to pull him away from his duties with a snack.[2]
History

Elliot first appeared in Clyde 5, where he helped Magister Patelliday stand up while he was suffering from dehydration. Later, when Rook called Plumber Headquarters, he was eating Vera's caramel prune fudge.
In The Color of Monkey, Elliot took an anonymous tip from Argit.
In The Most Dangerous Game Show, Elliot watched Ben play on The Most Delicious Game from Plumber Headquarters.
In The End of an Era, an aged Elliot attended Max's retirement party.
