Shinnō, also known as Dr. Shinnō, is the main antagonist in the second Naruto Shippuden film Naruto Shippuden: Bonds.
He was voiced by the late Unshō Ishizuka in the Japanese version, and by Jamieson Price in the English dubbed version.

Shinnō is one of talented manipulators in the overall franchise, having flawlessly put up the façade of kind-hearted, encouraging, and selfless doctor dedicated in saving as many people as possible regardless of who the patient was for 15 years. This was backed by his vast knowledge of human mind, able to understand how people think and exploit it to suit his needs (ex. slim to none chances of people suspecting their savior). He even concocted a false backstory to back up his façade in which he was a veteran shinobi who had since abandoned the path of battle in favor of help save lives and took Amaru — a young girl whom he saved from strange illness so severe everyone feared her — as his apprentice for a good measure, latter which because he found her and the rest of inhabitants of her village to be ideal source of negative emotions required to produce Dark Chakra.
By contrast, Shinnō's true self was an arrogant, cruel, and psychopathic mastermind who didn't care about people's lives. As if dismissing master-student relationship between him and Amaru all this time to be utter nonsense (snatching back the bandanna he gave to Amaru and ripped it to pieces, ruthlessly sneering her despair after he unveiled his true colors, and later mockingly laughed at her confession of her love for him) were bad enough, his inability to see how people could overcome the darkness and other adversities through bonds they made with people they cherished hammered home how rotten Shinnō's heart truly was, pathetic even as Naruto rightfully pointed out. His arrogance not only made him hypocritical (beating Naruto for damaging his "throne" in Ancor Vantian despite being the one who thrown the latter against it in the first place), but also believing himself to be untouchable thanks to Body Revival Jutsu until Sasuke proved him wrong by undoing it with Chidori Senbon aimed at his chakra flow, much to his utter dismay that he lost his composure.
Biography
Past
It was revealed that in the past, he taught Orochimaru forbidden reincarnation ninjutsu. He also took in an orphan girl named Amaru that was terribly ill. After saving her, he raised Amaru like she was her own. Secretly however, Shinno had plotted to gather up dark chakra with the Zero Tails for several years.
Plot
After sky ninja attacked the Hidden Leaf Village, Shinno and Amaru appeared for help for their village. After healing a group of villagers, Shinno insisted that Naruto, Sakura, and Hinata would escort them back to their village. There, when Amaru accidentally sets off a trap, Shinno jumped in and sacrificed himself to save her life.
Later, inside the floating structure, it turned out that Shinno was completely fine by using the illusion of death. He revealed that he was with the sky ninja and that he only portrayed as a doctor just to have Amaru's trust. He used up the Dark Chakra that he harvested from the villagers and gained the "ultimate body", which gave him superhuman strength and the ability to freely manipulate his chakra. He repeatedly demolished Naruto a few times, due to Amaru having negative emotions. After Amaru let go of those feelings, Naruto was able to gain the upper hand. Before he could deliver the final blow, Sasuke appeared and told Shinno that he had to go to Orochimaru.
After refusing him, Sasuke used Chidori Senbon to disrupt Shinno's chakra flow, which stripped him of his dark power and made him into an old man. During the final battle, Shinno merged with the Zero Tails to kill Naruto and Sasuke once and for all. After he emerged and taunted them, the cocoon burst, killing him once and for all. Furthermore, all his efforts to restore Land of the Sky to its former glory was futile and Amaru wisely chose to carry out his teachings despite the latter's betrayal, knowing better the greater good they could possibly bring — a direct contrast to Shinnō who wasted it for his malevolent cause.
Trivia
- If his remark regarding the throne within Ancor Vantian was to be believed, Shinnō may very well the heir of the Land of the Sky Emperor back during his country's golden age thus part of royal family.
- To further drive the point of how detestable and pathetic Shinno truly is, he's too incapable of seeing people's aforementioned ability to overcome the darkness and other adversities through bonds they made with those they cherished — something anyone with great psychological expertise logically should be able to grasp it, even a little.
