The Raiden Shogun puppet, separately known from her master, Beelzebul/Raiden Ei, as the Shogun, is a major antagonist in Genshin Impact. Serving as one of the two main antagonists of the Chapter II Archon Quests (alongside Takayuki Kujou), she also serves as the titular main antagonist of Transient Dreams. She is a bionic vessel who serves Raiden Ei in her stead, to prevent Erosion.
Like her master, the Raiden Shogun puppet is voiced by Ju Huahua in Chinese, Park Ji-yoon in Korean, Anne Yatco in English, and Miyuki Sawashiro in Japanese. Her Chinese and Japanese voice actresses are well-known for providing the voice of Raiden Mei who serves as an inspiration for the Raiden Shogun's characterization.
Personality

The Shogun puppet is programmed with almost all the personality traits of her master, but only with an all-around emotionless demeanor in public. Despite its seemingly tyrannical acts and personality, according to Kazuha, even if his friend died during the duel with Shogun and one of her subordinates, Sara Kujou, the puppet is revealed to have an honorable side to her own personality as it is stated by Kazuha, she is justified on her conduct during the duel against Kazuha's friend and fought in an honorable battle. This, however, did not stop her from attacking the traveler in the back, after the traveler has won the duel, and was free to go, mainly because hers programming has made her continue to target the Traveler after the events of Stillness, the Sublimation of Shadow. She also has some sense of honor, allowing Ei to make them her kagemusha after she proved that her change of heart isn't erosion. To distinguish The Shogun's own consciousness from her master's, the symbols on her dress glow more brightly when Ei is taking control of the puppet.
Biography
The puppet was programmed to rule Inazuma from birth while Beelzebul herself meditated in the Plane of Euthymia, storing her consciousness inside the sword that the puppet wields. Beelzebul can resume full control over the puppet whenever she pleases. Prior to the creation of the Shogun puppet, she created an unnamed prototype of the puppet that would eventually be first named the kabukimono. As the prototype was deemed successful, Beelzebul sealed his powers and let him roam around Tatarasuna until he was found by the nearby workers who were in charge of the forging of Jade Steel blades with the Mikage Furnace.
A year ago, before the main story started, the puppet was manipulated into implementing a decree known as Sakoku Decree that closes Inazuma from the rest of the nation located in Teyvat to the point that Beelzebul had to control weathers and storms just to close her own country from the outsiders. The experience to escape or at the very least, leaving Inazuma itself were rather arduous at best as proven by one of the Inazuman defectors who now lives in Liyue, Atsuko, due to one of the Tri-Commission that works for Beelzebul, the Kanjobugyo, that took care of the border and the people who wished to leave Inazuma and Baal's ability to control storms and the weather itself that closed Inazuma. Despite the Sakoku Decree that was implemented, the Fatui from Snezhnaya themselves doesn't seem to be affected by it due to diplomatic immunity.
At one point, one of the Inazuman Citizens attempted to challenge both Vision Hunters and the puppet to an honorable duel with his wish yearning to see the Divine Sword Technique wielded by Beelzebul and the puppet known as Musou no Hitotachi. However, the citizen in question was defeated by one of her subordinates, Sara Kujou, as the puppet punishes him with Musou no Hitotachi due to the citizen's defeat. As said citizen friend, Kaedehara Kazuha, attempts to stop him, it was too late as he grabs the dead vision left by his own friend as Kazuha himself fled from Inazuma, wanted by the Shogun and her subordinates as he found himself on the Crux Fleet in the end.
It is also revealed that the Fatui were preventing the full truth from being heard by Ei in her full consciousness in order to keep the Vision Hunt Decree going. The Traveler, infuriated by Scaramouche's plans, challenges La Signora in front of the puppet to a duel, to which La Signora accepts. After La Signora is defeated, the Raiden Shogun keeps her end and beheads the Fatui harbinger even after Signora's threats. The puppet claims that the Traveler is an enemy to eternity, but she respects their honor and tells them that they can leave the Tenshukaku alive. After leaving the building, the Traveler experiences numerous headaches as the resistance charges to the front, only to show Beelzebul suddenly appearing behind the Traveler the moment they step out of Tenshukaku and attempting to kill them. Kazuha interrupts and holds off the goddess, and despite nearly being sliced to bits he manages to overcome her strike and send her back, to which she takes the Traveler back to the plane of Euthymia to confront them again as Ei.
After Ei's defeat, the Vision Hunt Decree was rescinded, and during the Story Quests, Ei utilizes the Shogun puppet to showcase her physical presence throughout Inazuma. However, the puppet began to rebel against her creator, claiming that her change of heart was erosion. After a 500-year battle, however, the puppet concedes defeat in front of Ei and decides to become her kagemusha. In response, Ei rescinds the Sakoku Decree, while promising to have a more direct presence in Inazuma.
In 5.4. The Puppet has minor appearence in story. She is the one who negotiate the income of Inazuma festival with Yae Miko, to make sure Yae doesn't manipulate Ei to give her unfair advantage. She adamant that the Shogunate must recieve 50 percents of all income, and Yae must give Traveler a fair wage for using them for preside of the festival, as the shogunate will not help Yae Publishing House pay for Traveler.
Powers and Abilities
- Godly omnipotence and durability: The Shogun puppet shares most of the powers of its owner. However, due to being a puppet, it shows a degree of superhumanly endurance higher than any mortal being and can summon a powerful Electro Shield as the Baleful Shadowlord. Through her creation process, the puppet is highly resistant to Erosion.
- Transformation: The Raiden Shogun puppet can transform itself into the "Baleful Shadowlord." She uses this form against those she deemed a threat to eternity.
- Electrokinesis: Like its master, the Shogun puppet can manipulate the power of electricity, possessing a wide array of electric-related abilities such as a powerful clap, multiple bolts of lightning, a thunder strike, and even creating illusion copies of herself.
- Swordsmanship/ Master hand-to-hand combatant: The puppet uses her Musou no Hitotachi to deal the finishing blow against both Kazuha's friend and La Signora, in addition to being a capable swordswoman like her master.
- Musou Isshin: The puppet's infamous yet peculiar ability is manifesting an Electro sword from its chest which is known as the "Musou Isshin." Its Musou no Hitotachi is capable of manipulating reality and freezing time. The slashes are immediately executed to the victim once time is unfrozen, resulting in their immediate death.
- Space-Time Manipulation: Ei and Shogun were capable of manipulating the space and time through mosou isshin's power. They both can stop the time and transcending it.
- Reality Warping: Ei create the plane of euthymia to avoid any effects from irreversible erosion and stay inside of plane of euthymia to preserve her being.

Trivia
- The Baleful Shadowlord's appearance resembles the Herrscher of Thunder.
- She is parallel to Raiden Mei Herrscher/Stigmata persona as Raiden Shogun will do anything necessary to maintain Eternity of her subject while Herrscher of Thunder will do anything necessary to protect Kiana.
- It is revealed that Scaramouche, one of the Fatui Harbringers that serve the Tsaritsa, was created as a prototype puppet for Ei as a test to later on, create the "Raiden Shogun" as her own puppet.
- It is commonly known in the community (mostly the meme community) for the scene where it pulls the Musou no Hitotachi sword from its chest, with it commonly being referred to as the 'booba sword'.
- It is the first character in Genshin Impact to actually kill another major character ingame, as almost every other death isn't seen ingame or is just mentioned in other media.
- Both Raiden Shogun's Japanese and Chinese Voice Actresses have voiced Raiden Mei in Honkai Impact 3rd. This continues in Honkai Star Rail as Acheron.
- The Korean voice actress of Raiden Shogun would later voice Acheron in Honkai Star Rail, while the English voice actress of Raiden Shogun doesn't. Instead, she is voiced by Allegra Clark, the English voice of Beidou in Genshin Impact.
- After 2.5 story quest. The Shogun never appear again. She now let Ei use her body to rule as Ei's personality is better suit for being a great ruler, while the Shogun's personality is better suit for a warrior-like mental state.
