The Citadel[1] is a location that appears in the Sonic Prime television series. It is the only location inside the Grim created by Tails Nine to serve as his main base of operations and his new home.
Description
Nine used the power of the purple Shard to create a small shed of purple cylinders, which he would later expand into the Citadel once he rebuilt the Paradox Prism after he placed the four Shards he stole from Ghost Hill and placed them near the purple one, and it's being held up by large purple cylinders.

Season three
Nine created the Citadel using the Prism Energy from the Paradox Prism to create Grim Troopers for the sole purpose of hunting down Sonic and finishing The Grim.[2]
Later, Nine attacked Sonic before landing inside the Citadel. Nine was ambushed by everyone, which to this, he would make amends for his actions by seeing that the Citadel is the last thing remaining of The Grim and help Sonic and Shadow get back to their own dimension.[3]
