Mr. Dr. Eggman, "Shattered"

The Chaos Council[1] (カオス委員会[2] Kaosu Iinkai?, lit. "Chaos Committee") are the main antagonists of the animated series, Sonic Prime. They are New Yoke City's governing body of dictators consisting of five alternate universe counterparts of Dr. Eggman who formed years before the Paradox Prism incident.

Description

Within New Yoke, each Council member rules over a separate district. It appeared, prior to Sonic's arrival, that they managed their districts entirely from their base, or, at least, that they did in the majority of cases.

As explained by Mr. Dr. Eggman, the five members of the Chaos Council are not related to one another as parents, children, or siblings. Rather, they are all fragmented counterparts of the singular entity of Dr. Eggman himself. This implies that they are all different reflections of Eggman's own ego. Their physical appearance seems to be that of Doctor Eggman at different ages, with Doctor Babble being the youngest and Doctor Done-It being the oldest.

The Chaos Council was in agreement to start over a new leaf, with the plan being to become tyrants of their soon-to-be city, New Yoke City. In order to clear out room for their upcoming metropolis, Eggforcers were deployed in the dimension's version of Green Hill, with the intent of removing all vegetation in the area. Meanwhile, the Council debated over who was considered worthy to become the main leader of the group; Mr. Dr. Eggman was the first to offer himself, but Dr. Deep was not happy with the idea. Quickly, the debating devolved into a shouting match between Dr. Deep, Dr. Don't, and Mr. Dr. Eggman, when Dr. Babble interrupted to suggest the divide of the city into 5 different districts, one for each of them; a statement which was backed up by Dr. Done-It. The rest of the Council settled for this idea and so began their new era of tyranny.

Season one

Shattered 943

When Sonic the Hedgehog first arrives in New Yoke City, he witnesses the cruel conditions of the city: the dull, heavily industrialized buildings, the miserable, bowed heads of the citizens who slide in single file down the conveyer belts which line the streets, and the countless robots, known as "Eggforcers", and drones which monitor their every move.

Sonic's first encounter with the Council members themselves is through the form of a foe who he will later come to know as "Dr. Babble". Using his controlled mech, he attacks with a variety of colorful baby-themed weaponry; however, he is defeated by the hedgehog, who manages to knock him to the floor. Pleased with his victory, Sonic swaggers close to the mech, expecting to find Dr. Eggman behind the large center panel; instead, to his shock, he is confronted with the face of what would appear to be a "baby" version of the Doctor. Having no interest in fighting babies, he decides to ignore the miniature lookalike, running off.

A while later, Dr. Babble captures Sonic and his new acquaintance, Tails Nine, and takes them to the Chaos Council's main base. There, they are introduced to the Council's cyborg, known as "Rusty Rose". Nine is held back by a pair of Eggforcers equipped with tasers, while Rusty Rose proceeds to introduce Sonic to the Council one by one, each having his own one-liner sentence to summaries his personality. Completely unfazed, the hedgehog mockingly refers to them as an "Eggman family reunion"; a joke which Mr. Dr. Eggman strongly reacts to, barking at him that they are "not a family". He goes on to explain how "five make one", and "one make five", alluding to the group actually being representatives of the different aspects of the personality of the original Doctor.

In order to gain a greater idea of what Sonic is capable of, the group of doctors put the hedgehog through some tests, confining him in a large tank that is capable of summoning obstacles similar to those found in the games. After he generates so much power that a temporary blackout occurs, Dr. Babble suggests dissecting him, in order to find out what he is composed of. Despite the reluctance from the other members, particularly Mr. Dr. Eggman, they agree to go through with it. As such, Sonic finds himself held up by the limbs, the dissection machine powering itself up. Despite his best efforts to stall for time, the Council's persistent impatience make the situation seem hopeless; that is, until he is saved by an ambush attack from the Resistance. The Council are caught in the fight, but they manage to make their escape via the usage of a lowering platform that leads to a different part of the building. The villains make their way to a control room, where they sent more Eggforcers to deal with the rebels.

Later on, Mr. Dr. Eggman sends Dr. Deep to fight the rebels, donning a robotic suit and wielding dual weapons. Before heading off, he proceeds to perform an on-camera dance, much to the disdain of the Mister Doctor. Once Dr. Deep heads off, he finds Sonic on the stairs, and takes the chance to ambush him, which turns out to be the prelude to an intense battle; however, in the end, Sonic and the rebels claim victory, and continue on their way. However, Dr. Deep still has fight left in him, and he has now recognized what the rebels are after: the Council's energy source, a red Prism Shard. Not wanting such theft to take place, he goes after them with a large group of Eggforcers, and, as a result, more battling breaks out between the two sides. Soon, Dr. Deep and the robots once again find themselves on the losing team; Mr. Dr. Eggman, frustrated by this lack of progress, decides to take matters into his own hands, approaching the rebels in a large mech (the design resembling the mech from the first episode, which was used by Dr. Eggman). He appears far more capable than the other two mech users of his team, capturing Rusty Rose, and the two members of the resistance who were helping Sonic: Rebel Rouge and Renegade Knucks. Nine manages to make it to the shard's room, but Sonic is conflicted about leaving his friends behind in the clutches of the Mr. Dr. Eggman; in the end, however, he joins Nine, following into the room just before the villain can attack. When the battle has concluded, the Mister Doctor checks for Sonic and Nine, only to come to the conclusion that they are both gone.

Some weeks later, the Council receives news from Rusty Rose that Sonic is in town. She also tells them there might be multiple Shards. Mr. Dr. Eggman, Dr. Deep and Dr. Babble fight against the rebels in the city streets. Meanwhile, Dr. Don't and Dr. Done-It stay on the top of the Council's main base. The doctors seem to have the situation controlled against Sonic, Rebel and Knucks, until Nine comes into the scene to help them. Mr. Dr. Eggman engages in an aerial fight versus the fox. Dr. Don't uses his console to transform the top of the base into a flying fortress. They are able to capture Nine and retrieve their stolen Shard. The Council later sends Rusty Rose to No Place.

Season two

BoscageVisit

Using the red Shard, the Council is finally able to enter the Void. Mister Doctor Eggman stays in the main ship while he sent Dr. Don't and Babble to attack Boscage Maze, and Doctor Deep and Done-It to attack No Place. In Boscage Maze, Doctor Don't is suspicious of Nine. Babble uses his signature robot to attack and surprise Thorn and Sonic in the jungle. Don't uses his console to take control of an Eggforcer and fight the Scavengers. After a long fight, the Council is successful and manages to steal the green Shard.

DoctorsDuo

In No Place, Doctor Done-It and Doctor Deep team up. They have a complicated relationship, as they don't get along too well and fight over basically everything. Done-It is also not familiar with Deep's yoga. They refuse to save Rusty Rose from the pirates, which makes her feel betrayed. Rusty joins Knuckles the Dread's crew seeking revenge against her former leaders. The doctors sent Eggforcers to attack the Kraken with Dread's crew. They manage to have the Shard for a while, until Sonic personally steals it from them. They tell the other members of the Council that their job is done, even though its not. The other members come and are able to get the Shard in the end.

AMTTM 97

When they finally get all three Shards, the Council debates on what to do with them. They create bigger and stronger Eggforcers. Mister Doctor Eggman questions Nine and asks him how to defeat Sonic. Nine says they will never achieve that, since Sonic always get up and they are unable to think like him. This causes Mister Doctor Eggman to create a robot duplicate of Sonic known as Chaos Sonic. He is very excited to see them fighting and is sure Chaos Sonic will win.

The Chaos Council get on an argument as they all seem to have a different idea on what to do with the Shards. Doctor Done-It then suggests conquering all worlds first and then see what to do from there. Mister Doctor Eggman agrees with him. The Council is able to create buildings in the other worlds just by using the Shard's energy. Doctor Don't notices Nine's strange behavior, and discovers he's been communicating with Sonic all this time.

After Sonic and Nine snatched the prism shards, the Chaos council follow them and Shadow into Ghost Hill. Doctor Deep and Babble go into fight against Sonic and Shadow using their robots. They are later powered up by the Shard's energy. However, nine transfers from some of the shards powers to Sonic so that he and Shadow beaten the two in battle. Meanwhile, Mister Doctor Eggman helps from the flying fortress by shooting huge laser beams. he also uses the Shards to create a Prismatic Titan in the form of Prime Eggman. Sonic is able to defeat the Titan by using the power of the Shards himself.

Season three

When Ghost Hill starts to collapse after Nine steals the Prism, the Council uses the little energy they have left to go back to New Yoke. Sometime later, when Sonic fights Birdie Troopers on top of the Yoke, they surprisingly help him in the battle. Sonic is shocked, but Deep states that it's only temporary until they can fix the chaos. They make a deal, and the Council lets Sonic and his friends stay in their base. They argue with the rebels and other Shatterspace variants, but Sonic reminds them all that they must be united. The Council uses some of Sonic's energy to create a giant shield to protect them.

NL 14

The Chaos Council aligns with the rebels and travel to the Grim to assist Sonic in the fight against Nine. Deep and Babble use their mechs, Mr. Dr. Eggman fights from the Mothership, Done-It uses one of the ships, and Don't battles using the Eggforcers. A fierce battle emerges as they try to take down the Grim robots. Deep is often seen arguing with Knucks and Rebel. Mr. Dr. Eggman states that they will be back to torturing the rebels soon, not realizing he was on a speaker. He is later forced to leave the Mothership once Nine destroys it. Now in his mech, Mr. Dr. Eggman joins the others on the battlefield.

FTP 195

Once the big fight is over, the Council and the rest of the heroes break into Nine's lab to confront him again. When Nine apologizes and fixes the Prism using Sonic's energy, the Council takes the opportunity to go back to their usual ways. The five of them start arguing over power and what to do with the Paradox Prism. The fight soon gets physical, as the rest of the heroes just look in awe. In the end, all of them are knocked out to the Void. Mr. Dr. Eggman promises they will have their revenge before the portal closes.

Trivia

  • The Chaos Council make up five, which equals the different Shatterspaces made yet lack an alternative of Eggman in all but one of them. This implies that, similar to Sonic and Shadow, who were an exception during the dimensional split because Sonic shattered the Paradox Prism and Shadow used the green Chaos Emerald to teleport out, milliseconds before it occurred, while Eggman was split unlike them, and, for whatever reason, his alternatives remained in New Yoke City and remained together instead of inhabiting the different Shatterspaces.
