The hungry goat known as "Billy the Kid" is a sly, confident anthropomorphic bovid who, disproportionate to his small size, is constantly and voraciously hungry and thus can consume a diverse range of inorganic entities. Because of this, he is an unwanted nuisance due to always consuming metals and materials that were needed during World War II.

Trivia
- His name is a reference to the western outlaw, Billy the Kid, as well as the fact that "billy goat" is the name used to refer to male goats, while "kid" is the term used to refer to their young. Unusually for an animated character of the period, the allusive nature of Billy's name is directly reflected upon by the characters in his only appearance.
- Gilbert Mack would later go on to do voice work for the English dubs of Astro Boy, Kimba the White Lion and other Japanese animated series.
