Nagels is extremely cruel, ruling over his conquered land on Welbems Island with an iron fist. He has no care for the citizens of his kingdom, and forces everyone over the age of six to work 12 hours a day, no matter their physical condition or age. Additionally, he has no problem with starving his citizens, and hoards all the money he receives from selling the products of their labour for himself.

Nagels' abilities are unknown, though he is powerful enough to command a pirate crew capable of conquering half an island.

Past
About two years before the events of One Piece novel Law: The Hour of Kikoku, Nagels led the Nagels Pirates in a raid on the North half of Welbems Island. In less than three months, the Nagels Pirates were able to use their numbers and strength to completely conquer the region. Nagels then founded a kingdom, named after himself, and ruled over it.
Nagels treated the citizens of his newfound kingdom extremely poorly, forcing everyone over the age of six to work every day for 12 hours and exporting the minerals and agricultural products they produced. He hoarded the sale money for himself, leaving the kingdom extremely poor and the citizens starving and unhealthy.
Over the course of the next two years, numerous articles were published about the horrific conditions in Nagels' kingdom, though nothing changed.
After having established his kingdom, Nagels attempted multiple raids against the South part of the island, attempting to gain control over it as well. However, due to the concentrated effort of Hakkuro Village and its neighbours, his forces were always repelled.[1]
