Battle 537 is titled "Their True Aim"
Summary
There is a police blockade on the harbor where Shigure saw Yami's scythe user and Shigure, Miu, and Kenichi vault over the blockade to gain access to the port. The heightened security makes it probable that Yami is indeed in that location and Shigure warns the other two to stay close to her. Shigure smells blood and they find a group of policemen who have been attacked, bleeding but still alive. As Miu gives them emergency treatment Shigure remarks that the policemen being alive is no coincidence: they were left incapacitated so that reinforcements would be called in (cause a larger ruckus by attacking more people) and without a doubt exclaims that this is "his technique". The Yami scythe user is then seen fighting other policemen, whose guns are ineffective because of his bulletproof vest. He cuts down all the policemen but does not kill them and tells them to call for backup. From hearing transmissions from other units asking for help, a policeman realizes that the scythe user's goal was to disrupt their chain of command.
At the helipad, the other masters of Ryōzanpaku prepare to do battle with the One Shadow Nine Fists. The Ryōzanpaku masters raise their ki and are about to engage when Akisame stops them and says something is wrong. Sakaki agrees and says that the Yami masters' killing intent is too weak; Kensei feels as if they are planning to drag out their fight (an impractical tactic given their numbers). The Ryōzanpaku masters are then surrounded by a group of policemen headed by Ishida, who says that the Prime Minister has requested to meet with Yami. Sakaki does not believe Yami's reason for coming: the masters of One Shadow Nine Fists do not care about political power while Isshinsai Ogata says that it is a testament to the extent of Yami's influence. Inspector Honmaki appears and reports that the container management facility at Tokyo Bay is being attacked by Yami's weapons group. Ryōzanpaku realizes that they have been caught in a diversion orchestrated by Yami.
On Tokyo Bay, Shigure follows the scythe user's tracks and points out a boat docked on the port. Shigure, Miu, and Kenichi climb aboard the ship but Shigure senses something. As Kenichi asks his master what the matter is, Shigure realizes that there is not just one ki aboard the ship, but ki from "seven people" as it shows the remaining members of the Hachiō Executioner Blade.
