Michael Duncan "Mike" Haggar, also known simply as Haggar, is the main protagonist of the Final Fight series and a minor character in the Street Fighter franchise.
He is the mayor of Metro City and vigilante who loves mastering the rough art of wrestling and protects the community from the criminal activities of Mad Gear Gang and their leader Belger (his replacement Retu in the sequel) together with both Guy and Cody.
He was voiced by the late Kiyoyuki Yanada in Marvel vs. Capcom 3: Fate of Two Worlds / Ultimate Marvel vs. Capcom 3 and currently voiced by Ryōtarō Okiayu in the Japanese version, and by Matt Riedy in Marvel vs. Capcom 3: Fate of Two Worlds / Ultimate Marvel vs. Capcom 3 and Marvel vs. Capcom: Infinite and Josh Petersdorf in Street Fighter V in the English version.
Appearance
Haggar is a tall and muscular man in every appearance, sporting brown hair and a brown mustache. His general look consists of a brown bandolier, green pants and black boots. Shadaloo C.R.I profile artwork of Haggar shows him wearing this as well, but also wears glasses, a white shirt underneath and a watch.

- Expert Fighter and Wrestler: Haggar started off as a street fighter, before becoming a wrestler, so he's got several years of experience.
- Skilled Politician: Being the beloved Mayor of Metro City, Haggar is known for his political skills. Some people even call him the Mayor of Earth.
- Spinning Double Lariat: Haggar's signature move, in which he clenches his fists and stretches his arms out horizontally, and then spins towards the opponent.
- Piledriver: Haggar wraps his arms around the opponent's midsection after bending them forward, then jumps and slam them into the ground head first.
- Violent Axe: Haggar rushes forward with a shoulder tackle before following it up with a axe blow.
- Body Splash: Haggar jumps and slams his opponent with all his weight.
- Backdrop Suplex: Haggar grabs the opponent and then suplexes them onto the floor with all his might.
Story
A former professional wrestler, Mike Haggar was elected mayor of Metro City. He quickly became popular with his reforms and cheerful personality, but he made several enemies among the city's criminal element. Haggar had a daughter named Jessica, who was dating a young fighter named Cody. Haggar took a liking to the youth, and the two became good friends.
Even after he became an elected official, Haggar continued to lift weights and practice his wrestling moves to keep in shape. While in the ring, his trademark move had been the "Spinning Clothesline," and he was surprised and flattered when he learned that a Russian wrestler named Zangief had copied the move. In response, Haggar copied Zangief's Spinning Piledriver, a move that Haggar quickly learned to love. One of Haggar's goals when he was running for mayor had been to rid Metro City of organized crime, and he was constantly pushing for stricter rules and harsher punishments for criminals.
The Mad Gear Gang, the largest criminal operation in the city, perceived Haggar as waging a war on crime, and vowed to stop him. One day, a Mad Gear member named "Thrasher" contacted Haggar at his office. The angered Haggar learned that the Mad Gear had kidnapped Jessica, and were holding her for ransom. Either Haggar had to ignore the Mad Gear's criminal activities, or Jessica would be killed, neither of which Haggar wanted to happen. Enlisting the aid of Cody and Guy, one of Cody's friends, Haggar set out to destroy the Mad Gear personally and rescue his daughter. The three were all skilled fighters, and by themselves, they crushed the mighty criminal organization.
One by one, the crime bosses fell until they reached Belger, the supreme leader of the Mad Gear. He was no match for Haggar and his friends, and he plunged out of his office window to his apparent death. Haggar was relieved to have his daughter back, and publicly honored Guy and Cody for their bravery and service to the city. With the Mad Gear gone, the city was a little safer. However, Haggar was always prepared to strike against crime, whether it be as mayor or as the greatest fighter in Metro City.

Haggar, the former professional wrestler turned mayor of Metro City, is known for his strong, charismatic, and determined personality, always ready to fight for what's right, even if it means resorting to his wrestling skills. Likewise, he Is known for his unwavering commitment to fighting crime and protecting his city, even when it means stepping outside the bounds of traditional law enforcement. Haggar is a loving father to his daughter Jessica, and his dedication to her safety fuels his actions.

- As seen in the victory screens of Final Fight Revenge, Mike Haggar is seen smoking a cigar as part of his victory stance, though it should be pointed out that Final Fight Revenge is non-canon.
- Mike Haggar appears in all of the Final Fight games.
- Furthermore, he also appears throughout the entire Saturday Night Slam Masters series to date.
- While the US version of Saturday Night Slam Masters points out that Mike Haggar began a professional career in wrestling after being Mayor of Metro City, the Japanese version is the exact opposite, stating that he upheld said professional career until he became elected Mayor of Metro City.
