Bacerra can be killed by Niko Bellic. When encountered, he is at the Liberty Ferry Terminal in Alderney City with three Chinese associates in two Bobcats. If removed from his vehicle, he will attack with a Micro SMG.

Phil Bacerra's appearance in-game does not match his mugshot picture, although this is common amongst the Most Wanted criminals.

His in-game appearance is shared with Noel Katsuda, while the in-game Noel bears a close resemblance to Phil's mugshot, suggesting an error on Rockstar's part.
