Description
Little information is known about Mr. Moffat's character. There are no leftovers of his character model in the game files; however, leftover text for a phone call between Mr. Moffat and Tommy Vercetti is still present in american.gxt under the MOB13_* prefix ("MOB" stands for mobile phone dialogue), left unused in-game. The audio files associated with this phone call is no longer present in the game files.
As per the context of his leftover phone call dialogue text, it is known that at some point in the storyline, Tommy Vercetti would have met Mr. Moffat through unknown ways. Mr. Moffat would end up in prison due to unknown reasons and would eventually escape.
The unused dialogue suggests Moffat was scheduled to appear in a mission where Tommy would help him escape from the cops after him.
On the promotional website, the SWF file for the Vice City Bureau of Investigation section contains an unused polaroid handwriting title "MR. MOFFAT," meaning this character was originally intended to have a crime record on the promotional website, although the actual content of his crime record is missing (render, description, etc.).
